Plans Coordinator and Activity Expert

Description. Chimera Enterprises International is seeking a Plan Coordinator and Activity Assessment Technician to support the United States Southern Command Counter Narcotics/ Counter Transnational Criminal Organization (USSOUTHCOM CN/C-TCO) mission. The selected candidate will (a) develop, acquire, evaluate, and initialize Counter Narcotics solutions for operational and tactical customers; (b) assist to execute funding; and (c) provide support and services for the effective management, operation, and oversight of CN/C-TCO activities. Additional duties include:

Job Duties:

• Develop and ensure alignment of component and country team support plans with the USSOUTHCOM Campaign Plan (SCP and United States Southern Command (USSOUTHCOM) Commander’s (CDRs) guidance.
• Assist the Partner Nation and USSOUTHCOM J352, CD/CN Branch, Subject Matter Expert (Government SME) with development and revision of the SCP.
• Responsible for identifying, analyzing, and evaluating Counter narcotics operational requirements, development of recommended OAIs, and support measure of performance assessments.
• Assist operational leads with the development of and evaluation of detailed plans, goals, and objectives for long range implementation of CN strategy.
• Analyze and evaluate the effectiveness of CD lines of efforts and recommends changes to programs and processes.
• Serve as the Lead Technical Expert with the J352, CD/CN Section for supporting all CN/C -TOC strategic planning and assessments and ensure framework is in full compliance with all DOD, Deputy Assistant Secretary of Defense for Counternarcotics and Stabilization Policy (DASD CN&SP), and other guiding directives and publications.
• Attend and participate in various joint planning groups and working groups as directed by the Government SME lead and J35, Future Ops Division (J352 CD/CN Branch).

Specific Experience

• Five (5) years’ experience in joint/combined operations, DOD operational planning experience, deliberate and crisis action planning experience, operational knowledge of aerial and maritime interdiction programs, risk mitigation experience, measures of performance and effectiveness design experience, and comprehensive knowledge of DOD/federal agency CN/CTCO programs and operations.
• Familiarity with Inter-Agency (IA) coordination and planning, bi-lateral cooperation agreements, USSOUTHCOM AOR experience and Spanish language proficiency.
• Thorough knowledge of SECDEF/CJCS/JS to GCC/FCC interactions, directives, and adjudication processes as well as GCC, functional and service components' requirements to coordinate with Department of State (DOS) and other government agencies for whole of government solutions; and Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
• Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
• Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.

Education

• Bachelor's degree

Experience in Lieu of Education

• May substitute an associate degree and eight (8) years of relevant experience or ten (10) years of relevant experience if no degree.
