ORGANIZATION DESCRIPTION

 

Founded in 1965, the Chinese-American Planning Council, Inc. (CPC) aims to promote the social and economic empowerment of Chinese American, immigrant, and low-income communities. Today, CPC is the nation's largest Asian American social services agency and offers more than 50 programs at over 35 sites throughout New York City, including early childhood education, school-age care, youth services, workforce development, community services, and senior services. CPC strives to be the premier social service and leadership development organization. In 2017, CPC launched Advancing Our CommUNITY, its organization-wide strategy to expand services to address persistent needs and emerging trends and to improve leadership skills among staff and community members. PROGRAM SUMMARY

 

Early Childhood Learning & Wellness Services (ECLW) is housed at CPC Manhattan Community Services and is a partner of the New York City Child Care Resource and Referral Consortium (CCR&R), which is composed of four culturally diverse childcare resource and referral agencies in New York City. ECLW operates six comprehensive projects:

 

  • Infant Toddler and Mental Health Services
  • Family Child Care Networks
  • Korean Child Care Project
  • IT Child Mental Health Services
  • Community Recovery & Safety Services
  • Promise NYC

 

The division aims to serve the childcare needs of families through education, assistance on subsidy applications, information, and referrals, as well as increase the supply and quality of childcare services through coaching, assessment-based & intensive technical assistance, mental health & health care consultancy, and professional development.

 

JOB SUMMARY

 

Reporting to the Director and Deputy Director of Manhattan Community Services, the Child Care Assistance Program Lead will lead the ACS grant-funded project to connect families in Queens to receive childcare assistance and is responsible for overseeing daily operations of the Child Care Assistance Program, also known as Promise NYC. The Program Lead will ensure all contractual services and requirements are met. Additionally, the Program Lead will develop and maintain quality standards of the program as well as supervise the team.

 

ESSENTIAL RESPONSIBILITIES

 

  • Oversee all program services to ensure compliance with Administration Children Services
  • Supervise the work of all program staff
  • Develop, adapt, and provide guidance to staff on the implementation of program services
  • Ensure all contractual services and requirements are met
  • Coordinate outreach and community promotion events
  • Collaborate with agency staff and community service providers to identify families in need of childcare assistance
  • Maintain relationships with community partners for referrals and engagement of families
  • Prepare monthly, quarterly, and annual reports for Leadership to review.
  • Schedule and screen families for eligibility utilizing a standardized tool
  • Complete childcare applications
  • Assist families with connecting to childcare providers as needed
  • Facilitate distribution of available funds to assist families
  • Utilize excellent communication skills to engage families, trouble-shoot, and assist them with successfully using child care assistance
  • Participate in community and outreach events in Queens to promote the grant-funded child care assistance to community members
  • Track funds distribution and childcare enrollment
  • Utilize high level interpersonal and problem-solving skills to lead the team in identifying and screening families for child care assistance, assist in connecting families with childcare providers as needed, track enrollment and maintain project data
  • Attend various meetings with project team, internal departments and external stakeholders
  • Develop a network of referral partners
  • Active relationship building with potential community partner for referral of families who need child care assistance
  • Build and maintain close, daily interactions with co-workers and supervisors
  • Effectively communicate with program staff, funder, families, collaborators, and community members
  • Have a strong sensitivity to cultural differences present among staff and clients within our organization
  • Any other duties as assigned by the Director and Deputy Director


QUALIFICATIONS

 

Education and Experience:

  • Bachelor’s degree in social work, sociology or related field with 5 years relevant experience is required
  • Master’s degree is preferred
  • Experience in community engagement or other forms of direct service preferred
  • Minimum of three years’ experience in supervisory role preferred

  • Excellent organizational ability and interpersonal skills
  • Strong leadership, supervisory, and training skills
  • Demonstrates cultural sensitivity, committed to social and economic equity.
  • Bilingual in English and Spanish preferred
  • Strong work ethic and demonstrated passion for working with diverse populations
  • Must have excellent analytical and problem-solving skills
  • Proficient in data entry and MS Office tools: Word and Excel
  • Friendly, highly dependable, and flexible
  • Ability to work independently, be self-motivated, and take initiative.

 

Additional Requirements:

  • Comfortable with working in an office on-site, sitting at a desk, and using a computer and telephone
  • Some travel required to engage with families and community service providers within Queens
  • Able to work on some Saturdays

 

COMPENSATION & BENEFITS OVERVIEW

 

  • $63,000 - $68,000 annual salary; 35 hours per week
