Job Summary
The Social Economist is an integral part of the Chloeta Infrastructure and Environment program and will analyze and report on the potential socioeconomic impacts of proposed engineering projects, primarily for federal government clients. As a Social Economist, you will utilize your experience in provide technical writing and review of National Environmental Policy Act (NEPA) documentation, including consultation on proposals produced by the Chloeta Business Development Department.

Duties/Responsibilities
- Support all aspects of environmental consulting projects in support of National Environmental Policy Act (NEPA) documentation and consultation. Manage various aspects of complex planning and Environmental Assessments (EAs) in support of NEPA documentation.
- Coordinate with other environmental professionals, such as GIS specialists, biologists, geologists, engineers, Tribal Historical Preservation Officers (THPOs), etc. to complete tasks.
- Coordinate with external stakeholders in the production and approval of EA reports, including conducting public outreach as required and presenting materials.
- Prepare presentations and supporting materials for public meetings and workshops.
- Prepare environmental technical reports such as community impact assessments and Integrated Natural Resource Management Plans (INRMP).
- Assist the Business Development Department by analyzing requests for proposals and providing feedback on the level of effort required for proposed environmental contracts.
- Provide guidance to governmental agencies, environmental programs, industries, or the public.
- Review and study environmental technical standards, guidelines, and regulations to remain abreast of industry trends.

Required Skills and Abilities
- Extensive knowledge and understanding of the potential socioeconomic impacts of proposed construction projects and land use changes, including topics such as demographics, housing, employment rates, income levels, economic development, quality of life, environmental justice, and outdoor recreation.
- Extensive knowledge of environmental issues and planning principles, particularly application of National Environmental Policy Act (NEPA).
- Extensive knowledge of California Environmental Quality Act (CEQA) is accepted in lieu of NEPA.
- Ability to monitor changes in federal, state, and local environmental laws and regulations.
- Proficient in Microsoft Office Suite and similar software.
- Excellent analytical and problem-solving skills.
- Exceptional written and verbal communication skills.
- Excellent organizational skills and attention to detail.
Education and Experience
- Required: Bachelor’s degree in environmental science or closely related field
- Preferred: at least five (5) years’ relevant experience

Physical Requirements
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
Pre-employment Requirements:
This position may be contingent upon passing a security clearance, criminal background check (state and federal), drug screen, Motor Vehicle Record (MVR) review, education verification, employment verification, and/or credit check after acceptance of an offer and prior to beginning work, due to the nature of the services Chloeta provides and the responsibilities of this position.
Drug and Alcohol Testing:
To enforce Chloeta’s Drug and Alcohol Testing Policy, an employee or candidate could be subject to undergoing a drug screen and/or alcohol testing at the beginning of employment, as well as after commencement of employment where there is reasonable suspicion of intoxication, or following an automobile or other accident, or as part of a company or facility-wide random drug screen process.
Fair Credit Reporting Act (FCRA):
Under the FCRA, Chloeta may request a credit check during the onboarding process. A written authorization form will be required before obtaining credit records.
Emergency Response:
Every Chloeta employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official Duty Station, and may include duties other than those specified in the employee's official Position Description (PD). Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
