Description
This position is located onsite at Fort Belvoir Army OSINT Office (AOO). The position will:
· Acquire, control, and catalog large scale, complex datasets involving understanding the complexities of data movement and curation and analyzing the dataset to identify areas of weakness in order to drive additional targeted dataset acquisition and movement
· Inventory and catalog data to ensure insight of data holdings, identify gaps, prioritize collection/processing and administer data policy/governance
· Troubleshoot data related problems as appropriate and perform required data management tasks, ranging from documentation through cataloging and purging
· Interpret and convey data issues/concerns/processes to government officials and consumers who don't have extensive data backgrounds
· Find, coordinate and obtain Open Source Information
· Provide support to worldwide information requirements through the identification, collection, aggregation, and dissemination of Army, DoD, IC, and Mission Partner OSINT reporting; Non-Governmental Organizations (NGOs) products; unstructured and structured data from publicly available and commercially available databases/sources (i.e., social media, gray literature, etc.)
· Maintain and update OSINT portals on unclassified and classified domains daily and provide recommended changes to featured producers to the Government once per month
· Leverage Army, DoD, and IC-approved enterprise OSINT tools when conducting OSINT activities, to include advanced data analytics
· Maintain subject matter expertise and situational awareness in global areas of concern in order to better respond to customer requirements.
· Serve as a Data Transfer Agent (DTA) responsible for the proper classification and movement of OSINT and PAI throughout all AOSP sites
· Receive products through email and file transfers and disseminate them up and down to AOSP sites, as appropriate based on classification, reliability, and specific handling instructions
· Implement metadata tagging for both structured and unstructured intelligence content hosted in SharePoint and databases through metadata creation, enrichment, and quality assurance in accordance with Army, IC, and international best practices, and metadata standards such as ICD 501 and ICS 500-21, as well as other community standards and directives
Requirements
- BA or MS in Software Engineering, Science, Mathematics, or similar OR equivalent combination of education and experience
- 6 years demonstrated intelligence experience
- Demonstrated experience in a field related to OSINT research, collection management, or analysis or the exploitation of PAI or social media
- Prior military or government analytical training (e.g., all source, SIGINT, HUMINT or GEOINT)
- 6 years of relevant data management (master data, metadata, data architecture, data governance, data quality, data modeling, data standards, data strategy, data cleaning and sorting).
- Ability to effectively communicate (verbal and written) with technical and non-technical personnel as well as all levels of management and staff.
