CITGO’s Lake Charles Manufacturing Complex is seeking a Major Projects QA/QC Manager and a Maintenance QA/QC Manager to join our Engineering Services and Maintenance Departments.

 

The QA/QC Manager has overall management responsibility to plan, organize, develop, direct, and execute quality plans, surveillance, and close out deliverables to the highest quality possible. The manager oversees the QA/QC department for the project or maintenance event consisting of CITGO and third-party contractors through directing the team effort in developing, maintaining, and implementing the QA program for major capital and maintenance projects.  In this position you will Manage, supervise, and coordinate the project QA program with Engineering, Environmental, Procurement, Maintenance, and Operations. This role involves developing and implementing quality control procedures, managing a team of quality control professionals, and ensuring that all LCMC Major Projects activities are consistent with meeting or exceeding company standards and expectations. The projects portfolio will consist of a mixture of turnaround and non-turnaround projects.

 

In this position you must be willing and able to provide full-time support for major projects and turnarounds within scheduled timelines.

 

Job Duties:

• Ensure seamless integration of quality control practices across all departments (Engineering, Environmental, Procurement, Construction, Maintenance, and Operations)
• Provide guidance, mentorship, and support to team members to ensure professional development 
• Establish key performance indicators (KPIs) and metrics to assess the success and efficiency of quality control initiatives
• Conduct regular evaluations and audits to ensure compliance and identify areas for improvement
• Develop a quality management standards and procedures to be used on projects or maintenance events at LCMC
• Develop inspection and test plan procedure(s) to be used by projects and maintenance teams
• Develop QA/QC metrics reporting procedure to be used by projects and maintenance teams
• Provide quality manpower and manage teams of CITGO and 3rd party contractors required to execute events
• Report quality KPI metrics on status of projects in execution phases
• Develop vendor surveillance plans on multi-discipline and complex projects
• Surveil, supervise, and resolve construction and inspection activities for traceability and accuracy

Minimum Qualifications

• High school diploma, plus 10 years of QA/QC experience, including 5 years in supervisory capacity, 15 years highly preferred
• API and ASNT (API 510, 570, or 653) certifications relative to industrial construction, highly preferred
  • For Major Projects consideration: experience in projects, outages, or turnarounds valued over $50MM, highly preferred
  • For Maintenance consideration: experience supporting a minimum 10 turnaround events of 30 days or more; highly preferred
• Possess technical analytical skills and knowledge of operating process environments
  • Technical knowledge and training in the following: NDE, welding, quality control, metallurgy, and industry codes, highly preferred
• Strong communication skills and experience on cross-functional teams
• Strong planning, organizing and attention to details skills
• Valid driver’s license required. 

Hourly employees must be qualified as a temporary supervisor according to the Supervisor Development Process (OSDP, MSDP, or LSDP) and meet minimum qualifications listed above

 

TWIC Eligibility Requirements: The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration.
