What are the responsibilities and job description for the Head of EUC Governance (Hybrid) position at Citi?
The Head of End User Computing (“EUC”) Governance will report to Citi’s Global Business & Risk Controls Officer and will have strategic oversight and management responsibilities relative to the enterprise control environment, including:
- End User Computing Transformation
- End User Computing & End User Solutions governance
- End User Computing tools and technology management
This role manages multiple teams of senior professionals through other senior managers. The job requires a broad and comprehensive understanding of the different systems, theories and practices relevant to a function as well as practical experience of multiple business cycles. In-depth knowledge of the industry and direct competitors' products/services is also necessary in order to contribute to the commercial objectives of the business. Requires thorough understanding of strategic direction of the function within the business, combined with a solid conceptual/practical grounding in both the function and/ or area of expertise. Excellent communication skills required in order to influence a wide range of audiences. The job is likely to be involved in both internal and external negotiations which will have a major impact on the area managed, and possibly on other related areas and organization as a whole. Develops medium- to long-term plans and executes functional strategies for a large/complex country, cluster of countries, or business requiring coordination and integration across units. Provides input into strategic decisions affecting job family or function within a region or business. Full management responsibility of multiple teams, including management of people, budget and planning. Has authority to negotiate and make independent decisions on issues/activities that have critical impact or influence on company revenues, capital or business operations.
Key Responsibilities:
- Develop vision and strategy for EUC Governance for the enterprise
- Senior leadership of EUC governance programs, principles, policy, practices and standards including industry best practices.
- Drive progress for continued development of enterprise-wide guiding principles, policies, processes and practices.
- Measure Policy adherence and remedial action associated with Policy adherence.
- Manage relationships with business and Global Functions leaders efforts to drive EUC agenda progress.
- Manage communications relative to EUC Transformation & Governance with senior management, the Executive Operating Committee, Business Risk and Control Committees and the Audit Committees of the Board as needed.
- Implement a continuous improvement program to improve EUC governance processes on an ongoing basis.
- Work closely with Business Leaders in the businesses as a member of their extended leadership team, as well as Independent Operational Risk Management (ORM), Corporate and Sector Compliance, Internal Audit, Legal, Operations and other cross functional partners to assess and strengthen the control environment.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications
- A minimum of 15 years of experience at a global financial institution
- Strong understanding of a broad range of financial services products and end-to-end processes including technology and operations functions
- In-depth knowledge of the inherent risks and control environment for financial services. Deep understanding of ever-evolving governance processes and regulatory environments within financial services
- Excellent communication skills and the ability to motivate and persuade colleagues across disparate businesses, regions and cultures
- Well-developed listening skills and a strong ability to engage at the senior management level
- Ability to understand and operate successfully in a complex, heavily matrixed corporate environment
- Demonstrated excellence at identifying stakeholders, understanding needs, and driving decision- making/resolution in a collaborative approach which includes vetting/troubleshooting
- Demonstrated experience working in a rapidly changing and complex environment
- The ability to summarize complex topics effectively for c-suite executives and members of the board of directors
- Experience interacting with and providing progress reports to regulators
- Demonstrated ability to lead change management across large global organizations
- The ability to collaborate effectively, while also providing a constructive challenge to status quo thinking
- Experience managing multiple, nimble highly efficient teams
- Demonstrated excellence in mentoring and developing staff and expanding capabilities
Education:
• Bachelor’s/University degree or equivalent experience, potentially Masters degree; managerial experience
