GENERAL DESCRIPTION
Perform a variety of administrative support activities within the Parks Division. Assist in budget development and administration; planning and organizational analysis; technical research; and project development and implementation. Establish and maintain assigned programs, such as Turf Management, Pest Management, Irrigation Management and Equipment Management.
SUPERVISION EXERCISED
This position exercises technical and functional supervision over lower-level staff.
IMPORTANT AND ESSENTIAL DUTIES
Operate a City vehicle daily to travel to various parks, facilities, playgrounds, construction sites, pavilions and other various sites throughout the City of Abilene.
Serve as a Project Manager for the department’s league grant projects.
Manage contract mowing of designated areas under Parks Division direction.
Assign, schedule, and supervise the day-to-day operations of assigned park crews through crew chiefs and assigned personnel. Inspect and review all work projects and assist crews as needed.
Supervise, train and evaluate assigned parks staff; analyze personnel needs and make appropriate recommendations.
Review daily work orders and ensure prompt input of work order dates from assigned crews; maintain control over the worker system.
Manage the division equipment replacement process.
Work with the Division Manager - Parks to develop training programs for employees.
Liaison with athletic leagues and other customers.
Review future Parks Division needs; prepare reports and requests in support of making long range decisions.
OTHER JOB-RELATED DUTIES
Assist in the supervision of landscape and construction projects.
Evaluate procedures and make recommendations as needed.
Perform other job-related duties and responsibilities as assigned.

Knowledge of:

Experience and Training Guidelines:
For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Supervisor II
Experience:
Experience in planning, managing and completing landscape and construction projects in either a public or private organization is preferred.
Education/Training:
Three (3) years of field experience and/or formal training or education in Horticulture, Park Administration, or a related field is required.
An Associates of Applied Science from an accredited college is preferred.
License or Certificate:
A Texas Licensed Irrigator certification is preferred.
A Texas Department of Agriculture Chemical Applicator’s license or the ability to obtain one within six (6) months of employment is required.
A valid Texas driver’s license; the ability to obtain one within ninety (90) days of employment, or a military waiver is required.
Supervisor III
Experience:
Five (5) years of experience in a park maintenance setting with knowledge of general park maintenance work, equipment operation, construction, minor plumbing, fundamentals of irrigation, and other related areas is required.
Education/Training:
Bachelor’s degree from an accredited college or university with major coursework in park administration, horticulture, landscape architecture or other related fields is preferred.
License or Certificate:
A Texas Licensed Irrigator certification is preferred.
A Texas Department of Agriculture Chemical Applicator’s license or the ability to obtain one within six (6) months of employment is required.
A valid Texas driver’s license; the ability to obtain one within ninety (90) days of employment, or a military waiver is required.
Special Requirements:
Essential duties require the following physical skills and work environment:
Bloodborne Pathogens training and HazCom training are required within sixty (60) days of employment.
A National Recreation and Parks Association Certified Parks and Recreation Professional certification must be obtained within one (1) year of employment.
Ability to work in a standard office environment.
On site supervision of work crews in a variety of outdoor work environments.
Ability to travel to different sites and locations.
