The Position

The purpose of this classification is to perform administrative and managerial functions to assist the Director in the provision of recreation programs, leisure services, and community events in the various divisions of the City of Albany Recreation Department.

Duties

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; assists with hiring of departmental employees and temporary and seasonal employees.

Coordinates internal, seasonal and temporary staff training and continuing education courses for ARPD.

Coordinates volunteer and internship relationships; conducts meetings and presentations for Turner Job corps, ASU, Georgia Department of Labor, area colleges/high schools, etc. to coordinate and recruit interns and volunteers; facilitates internship program.

Managing and directs daily departmental activities, either personally or through subordinate supervisors; oversees program development; assigns projects and establishes project schedules and deadlines.

Manages and monitors activities related to the Recreation and Parks Department Master Plan, Strategic Plan, grant applications and compliance; conducts semi-annual analysis and reports updates of Master Plan; assists with preparation of long-range management and equipment purchase/replacement plans; prepares, reviews, and coordinates special programs and project development.

Coordinates with external leagues for referee reimbursements, facility usage, facility improvement requests, grievance issues, payment of utilities, security staffing for athletic events etc.; reviews volunteer coach's background checks with athletic division staff.

Facilitates projects for the Omnibus Appropriation funded TTZ after-school program

Develops and assesses performance goals and objectives for division supervisors and administrative staff; implements departmental policies and standard operating procedures; coordinates accreditation efforts for the department.

Develops and monitors department budget; coordinates budget requests from subordinate superintendents; approves or disapproves requests based on justification.

Assists with grant writing and coordination of grant related programs, reporting, and fund management (examples OJJDP Appropriation, ARRA funds, etc.)

Coordinates with Engineering Department on construction, development and renovation projects involving both capital improvement and SPLOST funding.

Receives a variety of correspondence, advertisements, reports, forms, invoices, requisitions, work orders, schedules, background checks, site plans, specifications, drawings, and related documents; reviews, approves, completes, and/or submits same to appropriate personnel.

Prepares, or completes various forms, reports, correspondence, cost studies, performance appraisals, budget documents, inspection reports, and other documentation; compiles data for further processing or for use in preparation of department reports; maintains related files.

Conducts staff and departmental meetings; promotes team building; develops actions plans; delegates tasks and assignments; monitors adherence to personnel policies.

Communicates and works with Department Divisional staff, city departments, community partners, professionals and civic organizations, and state agencies to foster positive working relationships.

Operates a computer to enter, retrieve, review or modify data utilizing Microsoft Word, Microsoft Outlook, Excel, PowerPoint, Publisher, My Space, Face book, Twitter, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions.

Responds to questions, concerns, complaints, and requests for information from the general public, elected officials, employees, and other individuals in regards to maintenance, athletic, golf course and other program or facility related issues; educates and informs citizens at community, civic, and neighborhood meetings.

Performs media relations functions; assists with maintenance of the City of Albany Totally Teen Zone MySpace and Facebook pages

Minimum Qualifications

Bachelor's degree in Health, Physical Education, Recreation, Sports Management, or closely related field required; supplemented by five (5) or more years previous experience and/or training that includes supervisory experience, budget management, sports, and athletics preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
