The Human Resources Manager plans, manages and coordinates all human resources initiatives for the City, but not limited to, recruitment and selection, compensation and benefits administration, organization and employee excellence, performance management, and employee career development and training. This role advises and coach department Directors and Managers on HR policies and programs including employee relations issues; manages daily departmental operations; assists the Director of Human Resources with HR strategic planning and budget development of HR programs; ensures policies, procedures and HR programs are consistently administered, aligned with organizational goals and are in compliance with professional standards, state and federal regulatory requirements and laws; provides supervisory direction to HR staff; reports to and serves in the absence of the Director of Human Resources.

EXAMPLE OF DUTIES

Other duties may be required and assigned.EEO & TrainingOversees the implementation and evaluation of the equal employment opportunity (EEO) and affirmative action program plans.Develops and facilitates citywide training, but not limited to, Onboarding, Management/Administrative Training, Sexual Harassment, Assessment Centers/Structured Interviews and Softskills training, etc.Attends HR related training and provides train the trainer training for department; schedules and facilitates webinars for City employees.Manages Citywide Internship Program; serves as liaison to community organizations and educational institutions; develops and manages employee incentive program and training to ensure continuing emphasis for outstanding customer service.Serves as liaison between employees and management on the grievance process in an effort to resolve conflicts, while addressing employee needs and concerns as well as organizational needs and requirements; provides employee and management advisory services and counseling; consults with employees, supervisors and managers to resolve concerns and relay and clarify policy matters.Conducts internal investigations for employee and departmental concerns related to sexual harassment, equal employment opportunity and other personnel related issues; reports findings; makes recommendations for problem resolution to management as appropriate.Develops, implements and maintains Title VI complaint process; investigates all public discrimination complaints and report finding to the Director of Human Resources.Manages, performs, oversees and provides professional direction and assistance for all departmental information system needs and projects; manages electronic filing and documentation (Laserfiche) process; serves as train the trainer within the department for HR software maintenance and upgrades, such as the Enterprise One and Performance Pro, etc.; routinely provides statistical analysis and reports; develops and maintains website for the Office of Human Resources.Establishes developmental policies and work flow processes; sets work sequences and allocates personnel in response to administrative requests and other issues relative to organization and employee development.Compiles and/or monitors various administrative and/or statistical data pertaining to departmental operations; performs research as needed; makes applicable calculations; identifies and analyzes trends; prepares or generates reports; maintains records.Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions.Classification, Benefits & WellnessEnsures that City position descriptions are current and accurate according to duties performed and needs of departments; performs desk audits, classifies position according to classification standards and writes position classification justification statements; ensures development and management of approved staffing levels in HRIS.Designs, implements, monitors and analyzes all phases of city's compensation and benefits programs including salaries, wages, new hires, promotions, terminations, sick/vacation pay, holidays, sick leave transfer programs, flexible benefits plan and family/medical leave plan, including group health insurance, dental insurance and life insurance; makes recommendations and assists in negotiations with third party administrators to secure cost-effective benefits; calculates health and life premiums for entry into benefit accounting system.Manages employee contributions to the City Pension Plan and provides information to the Pension Board; attends Pension Board meetings; verifies and approves all vesting and retirement calculations; calculates and provides detailed salary and employee information to pension actuary for annual report.Provides information, assistance and guidance on matters pertaining to compensation/benefit programs, organizational policies and procedures, job vacancies, training and development programs, and other departmental issues.Directs and monitors the administration of all Family Medical Leave, Short Term Disability and Long Term Disability claims and procedures.Provides consultative support services and advisement to senior management, department/division directors and employees on issues related to compensation and benefits; provides valid, reliable information for decision making.Completes and supervises job classifications; makes recommendations relating to compensation and classification of positions; conducts salary analysis; determines FLSA status and pay levels.Directs and monitors the administration and implementation of salary adjustments, merit pay and COLA's; notifies city manager, budget officer and director of projected/potential costs.Assists in the development, implementation, testing and problem resolution of human resources/payroll software program; seeks solutions to software limitations; confers with technical support staff, consultants, and other departments to plan most effective use of software and to resolve problems in interrelated areas; coordinates/monitors testing of software updates; develops or approves technical procedures for new/revised projects.Prepares or completes various forms, reports, correspondence, claims, performance appraisals, schedules, policies, procedures or other documents.Receives various forms, reports, correspondence, change notices, checks, worksheets, contracts, policies, procedures, bulletins, manuals or other documentation; reviews, completes, processes, forwards or retains.Attends and/or conducts meetings; serves on committees as needed; makes speeches or presentations.Recruitment & SelectionMonitors the coordination of recruitment, interviewing, selection and placement of new employees within the City of Albany; supervises and provides input relating to the Human Resource applicant tracking system.Responds to inquiries about vacant positions; provides information, assistance and guidance on matters pertaining to employment openings, procedures, forms, current status and related issues.Supervises/approves advertisements for vacant positions via newspaper, job postings or other media.Receives job applications and resumes; reviews qualifications of applicants; determines eligibility of qualifications; may prepare list of applicants for consideration by department/division managers; interviews job applicants; makes recommendations.Responsible for the administration of applicant skill testing for typing, keyboard or other skills/equipment.Maintains current records of department activities involving job applicants to include new hires, promotions and transfers; compiles data and prepares reports.Communicates with director, employees, city/commission departments, external applicants, outside agencies, the public, and other individuals to coordinate work activities, review status of work, exchange information or resolve problems.Receives and processes tuition reimbursements applications; responds to calls and questions; creates generates and maintains appropriate reports; calculates and requests payment for employees; monitors budget for each employee.Participates in job/career fairs; serves on community committees.Other Job Related TasksAssist Director of Human Resources with HR strategic planning and budget development of HR programs.Provides supervisory direction to staff and provides input to HR Director on staff performance issues and evaluations; conducts routine meetings with staff to define processes and manage concerns; assists in the development and update of Human Resources policies, procedures and processes.Supervises, manages and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals.Maintains confidentiality and professional integrity involving departmental issues.Performs other duties as assigned.Supervisory ResponsibilitiesDirectly supervises staff in the Office of Human Resources. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
