This recruitment will fill one position that will primarily be assigned to assist with a comprehensive facility rental program for the City's new Aliso Viejo Ranch property which is estimated to be completed in January 2021. The position will work Tuesday through Saturday with every other Tuesday off, with some evening work, once the Aliso Viejo Ranch opens. Until The Ranch opens, the position will work Monday through Friday with every other Friday off.
Under general supervision from the Recreation and Community Services Supervisor and/or Recreation and Community Services Manager, plans, organizes, and coordinates community services, including social services, grant programs, youth services, volunteer programs, special events, community outreach, contract classes, senior services, recreational facilities and operations, and new program development; works with civic organizations, community groups, contractors, and vendors; exercises direct supervision over part-time specialists, senior recreation leaders, recreation leaders, seasonal employees and volunteer staff; and performs related duties as assigned.

- Plans, organizes, and coordinates community programs and services that are designed to meet the community's needs for recreation and human services, including social services programs, sports activities, youth, adult, and senior services, cultural arts, contract classes, and special events.
- Monitors assigned grant fund expenditures and program activities, including conducting site visits and meetings with grant supervisors to assure that actual programs are delivered in a manner that is consistent with program requirements; prepares grant performance reports on a periodic basis.
- Coordinate demand responsive senior transportation operations to ensure timely, efficient, safe customer service; provide guidance to contractor for schedule and dispatch routes, investigate complaints, accidents, and complete all necessary reports.
- Work collaboratively with community partners and stakeholders to optimize communication, resources, and services.
- Assist in the preparation and participate in the training of part-time community services staff and volunteers.
- Oversee general usage of recreational facilities including meeting and communicating with contractors, instructors, rental groups, and maintenance personnel;
- Visit programs regularly and evaluates program effectiveness, proposing new ideas for increased efficiency and better service where appropriate;
- In collaboration with the supervisor, coordinates ordering of supplies for events, reviews and evaluates expenditures for contracts and vendor services.
- Participates in planning, organizing, and promoting special events, programs, and marketing and communications materials, including brochures, flyers, and pamphlets.
- Maintains awareness of new developments and trends in recreation; works with various personnel to develop new recreational programs as needed.
- Oversees the work of staff and administers professional services contracts and facilities services agreements.
- Maintain accurate records for registration, attendance, fees collected, and funds assigned.
- Perform other duties as assigned.
Knowledge of: Recreational, cultural, and social needs of the community; facilities maintenance and operational procedures; recreation and community services best practices and trends; marketing and communications techniques; special events planning; grant administration; volunteer and program management; pertinent federal, State, and local regulations pertaining to sports, facilities, and events; basic supervisory principles and leadership techniques; business letter writing and basic report preparation techniques; English usage, spelling, grammar, and punctuation; modern office methods and procedures including use of registration software.
Ability to: Coordinate and organize senior services, recreation, and leisure time activities and special events; assist in recreation program planning and development; recruit and train volunteers; understand and follow work rules, standards, and procedures; analyze and solve problems; demonstrate keen decision making; keep organized files and maintain consistent records; practice effective time management and accountability standards; plan entertaining and creative events and programs for all ages within established budgets; prepare and distribute publicity concerning new and ongoing community services; develop effective lines of communication; follow directions from the supervisor and manager; accept constructive feedback; and establish and maintain cooperative working relationships with staff, supervisors, management, contractors, vendors, community groups, volunteers, and other parties contact in the course of work.
Education/Training/Experience: A combination of experience and training that would likely provide the required knowledge and abilities may include:
Education: An associate's degree from an accredited college or university with major course work in recreation administration, human services and development, public administration, or a related field. A Bachelor's degree is desirable.
Experience: Two years of experience in developing programs and activities; and one year working directly with a public recreation agency or program.
Licenses; Certificates; Special Requirements: A valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy. May be required to obtain First Aid and CPR certificates recognized by the American Red Cross, or similar agency.
