The Position:
Under general supervision, ensure the safe and continuing service of the City’s water supply. This is accomplished by accounting for the quality and cleanliness of the City’s water. Other duties include inspecting and maintaining water facilities and cross-connections, maintaining water quality, providing customer service, and interfacing with other City employees and citizens. This position may provide direction to other employees.

Essential Functions

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Monitors the quality of water in the distribution system by conducting water sampling, inspecting water storage tanks and pump stations, repairing defective equipment, flushing water mains, and inspecting commercial accounts for problems and/or illegal hookups.
  • Complies with the Texas Commission on Environmental Quality (TCEQ) program by investigating, diagnosing, and tracking concerns relating to water quality, operating and calibrating field equipment, preparing state-mandated reporting, and maintaining water quality logs.
  • Provides customer service support by monitoring annual backflow inspections for residential and commercial accounts, resolving complaints and problems related to water and water pressure problems.
  • May assist in the installation and repair of water and sewer utilities by operating heavy equipment and assisting other water and sewer crews.

Job Requirements

Education and Experience:
Six (6) months of advanced study or training past the high school equivalency and one (1) year of relevant work experience. Other combinations of education and experience may be considered.

Special Requirements:

  • Must possess a valid Texas Class A Commercial driver’s license.
  • Valid Class D TCEQ Water License with the ability to obtain a Class C TCEQ Water License within twelve (12) months of employment OR Valid Class C TCEQ Water License

Supervision Exercised:
General Supervision: Work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness, and conformance to established standards; autonomy is granted at the service or program level; work is subject to general and departmental policies, procedures, and guidelines.

Supplemental Information

Knowledge of:
  • City, State, and Federal regulations, especially those pertaining to water quality and environmental standards, including Texas Commission on Environmental Quality (TCEQ) requirements.
  • Principles and procedures related to water quality testing, sampling, and analysis.
  • Operation, inspection, and maintenance of water systems, including distribution systems, water storage tanks, and pump stations.
  • Backflow prevention, cross-connection inspection, and related safety protocols.

Skill in:

  • Conducting water sampling, testing, and inspection procedures effectively and accurately.
  • Identifying and resolving water quality issues, including diagnosing equipment malfunctions and quality inconsistencies.
  • Operating, maintaining, and calibrating field equipment for water quality assessment.
  • Establishing and maintaining positive working relationships with other City employees, citizens, and external vendors.
  • Providing customer service by resolving water quality, water pressure, and backflow-related issues efficiently.
  • Prioritizing and managing multiple tasks and demands, particularly in a high-stakes or time-sensitive environment.
  • Reading, understanding, and applying City, State, and Federal regulations as they relate to water quality standards.
  • Communicating effectively both orally and in writing, especially in technical and customer service contexts.

Physical Demands / Work Environment:

  • Ability to work outdoors, including in extreme temperatures, humidity, and varying weather conditions.
  • Ability to handle mechanical, chemical, and potential environmental hazards related to water systems.
  • Physical stamina to stand, walk, and perform hands-on maintenance for extended periods.
  • Ability to lift, push, pull, reach, kneel, crouch, crawl, bend, twist, climb, and balance frequently.
  • Proficiency in operating heavy equipment, hand tools, and power tools required for water system maintenance.
  • Ability to operate a city or personal vehicle for business purposes, including traveling to various inspection and maintenance sites.
