The Anaheim Public Library was recently recognized as the National Library of the Year as well as the SirsiDynix International Library of the Year. The Anaheim Public Library is seeking a Supervising Librarian who will be a motivational leader to guide the East Region team which is composed of the Canyon Hills Branch and the East Anaheim Branch. The Supervising Librarian is supported by three full time staff and seventeen part time staff in a variety of classifications.

The Anaheim Public Library promotes literacy, lifelong learning, and a love of reading through traditional print materials as well as virtual services. Anaheim Public Branch Libraries are community gathering places that foster a more informed and connected community.

The Supervising Librarian will ensure staff work quality and adherence to established policies and procedures, perform the more technical and complex tasks, and supervise the assigned library staff. The ideal candidate will possess prior public library experience. This position is represented by the American Federation of State, County, and Municipal Employees-General Management and qualifies for eight hours of floating holiday and sixteen hours of administrative leave time in addition to regular City benefits.The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

  • Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing services to the East Region community.
  • Establish schedules and methods for providing assigned services; identify resource needs; review needs with the City Librarian; allocate resources accordingly.
  • Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures.
  • Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Participate in the preparation and administration of assigned program budgets; submit budget recommendations; monitor expenditures.
  • Assess library service needs in a diverse community; develop and implement services and library material collections to address needs, including the Library Division's online database resources.
  • Establish and maintain public relations within the community including with various groups, organizations, and schools; participate in community and City task forces.
  • Develop, write, and coordinate Library grant application submissions; monitor grant performance.
  • Maintain records concerning operations and programs; research and analyze data; prepare reports and promotional materials related to operations and activities.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of library science; incorporate new developments as appropriate into programs.
  • Effectively use current technology; develop virtual library services.
  • Perform related duties as required.
Experience and Education: Equivalent to a Master of Library and Information Science (MLIS), Master of Library Science (MLS), or Master of Science in Library Science (MSLS) degree from an accredited college or university and four (4) years of responsible professional experience in a public library system including one (1) year of administrative and/or lead supervisory experience.

Knowledge of: Principles and practices of employee supervision, either directly or through subordinate levels of supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures; principles and practices of budget development and administration, contract administration, and grants management; core library operating principles, including confidentiality of customer information, freedom of information, and intellectual freedom; principles, practices, procedures, techniques, and materials of professional library work, including library reference, collection development, and other professional library services; principles, techniques, and procedures in cataloging, indexing, classifying, and organizing library materials; principles and techniques used in bibliographic research; general library materials selection standards; techniques for promoting and publicizing library services, programs, and events; recent technological, professional, and societal developments, current literature, and sources of information related to library services; applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility; record keeping principles and procedures; modern office practices, methods, and computer equipment and applications; English usage, grammar, spelling, vocabulary, and punctuation; techniques for effectively representing the City in contacts with governmental agencies, community groups, various business, professional, educational, and regulatory organizations, and the public; techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

Ability to: Recommend and implement goals, objectives, and practices for providing effective and efficient services; plan, organize, assign, review, and evaluate the work of staff; train staff in work procedures; perform professional library tasks, including program and service development, collection development, and cataloging; use computer and other technology, including software, hardware, and the Internet to be able to assist customers, conduct research, prepare reports, and use email and other communications technologies; interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations; research, analyze, and summarize data and prepare accurate and logical written reports; establish and maintain a variety of filing, record-keeping, and tracking systems; react tactfully and diplomatically during interactions with staff, the public, community groups, etc. while appropriately adhering to and enforcing sound library policies, procedures, and practices; maintain a strong service orientation and a demonstrated dedication to quality customer service; organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines; make sound, independent decisions within established policy and procedural guidelines; use English effectively to communicate in person, over the telephone, and in writing; use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines necessary to make responsible decisions as Librarian-In-Charge or in the absence of the department manager; establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

License/Certification Required: Possession of an appropriate, valid driver’s license.
