Incumbent serves as Personnel Specialist for the Personnel, Insurance and Safety
Department responsible for preparing a variety of statistical reports, and assisting with directing the operations of the Personnel Department, including supervision of clerical support personnel.
DUTIES:
Advises Department Heads and employees on various personnel matters, including salaries, benefits, personnel policies, hiring process, performance evaluations, job classification procedures, budget revisions, and amendments to salary ordinances.
Compiles data and generates on the computer a variety of statistical reports and graphs pertaining to wage and salary administration, and employment and employee relations.
Supervises and directs daily operations of the clerical support staff, including hiring, training, evaluating employee performance, and providing corrective instruction.
Develops and implements new employee orientation program, explaining personnel policies, procedures, and benefits, completing personnel notices and obtaining appropriate signatures, answering questions, scheduling medical examinations, taking identification picture, and ensuring completion of proper forms and related information.
Oversees all personnel notices from individual departments, reviews notices for errors, makes necessary corrections, and routes to payroll department. Answers questions and/or inquiries from Payroll Administrator and Clerk regarding personnel notices and policies.
Prepares advertisements for positions requiring publication in newspapers, journals, and
trade magazines. Receives cost and requisitions for payment. Conducts follow-up on new hires to determine effective means of recruitment.
Assists with developing and implementing policies and procedures for compliance with both State and Federal Employment laws and regulations, including but not limited to
Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), and
Fair Labor Standards Act (FLSA).
Oversees and investigates employee unemployment claims, determines eligibility, and prepares protest documentation on ineligible claims. Discusses and/or assists with solving problem claims with employment office and attends hearings as needed.
Establishes salary ordinances and resolutions on the computer, calculates annual cost of living increases for union and non-union position, completes salary chart, prepares and submits annual Civil City, Ordinances, Utility Resolutions, and amended ordinances.
Administers City’s personnel classification system including, but not limited to, distributing questionnaires and/or official job descriptions for revisions, explaining reclassification procedures, conducting on-site evaluation of positions, and updating position benchmarks.
Coordinates agenda, notifies committee members, news media, City Clerk, and employees of scheduled meetings of the Personnel Advisory Board. Attends these meetings, answers questions, provides information pertaining to positions, maintains official records of meetings and assists with factor evaluations.
Administers the selection process of hiring new employees by prescreening applications based on job qualifications and experience. Arranges interviews with department heads, sets standards, administers required tests, and notifies applicants of acceptance or rejection.
Designs and creates a variety of forms in accordance with new programs, laws, and regulations. Creates and administers proper examinations to test the skills of clerical support applicants.
Maintains employee performance evaluation program, identifies poor evaluations and notifies the Director of potential problems.
Attends staff meetings, court appearances, and other meetings and hearings, as directed.
Maintains department accounts and balances with budget. Prepares requisitions for payments.
Conducts all exit interviews with departing employees.
Performs related duties as assigned.
I. JOB REQUIREMENTS:
Formal training and experience equivalent to a BS degree in Human Resource
Management or related field, with thorough knowledge and proven ability to interpret and apply State and Federal employment laws and regulations, and accepted principles and practices of Human Resource Management.
Ability to assist the Director with supervising and directing organizational operations pertaining to employment and employee relations, with the ability to effectively supervise the work of clerical support personnel.
Ability to effectively develop and implement policies and procedures for compliance with such EEO regulations as ADA, FMLA, FLAS, and unemployment compensation.
Ability to explain, analyze, and solve problems pertaining to policy implementation and interpretation, and employment and employee relations.
Thorough knowledge and ability to administer the Factor Evaluation System of Job
Classification (i.e. Oliver System), including ability to monitor, create, update, and factor new and existing jobs and answer inquiries from Personnel Advisory Board and employees.
Thorough knowledge of and ability to program and maintain database for HRIC computer system, with the ability to generate a variety of statistical reports and graphs, utilizing complex syntax commands and expressions. Ability to maintain employment records and information deemed to be public information and confidential.
Knowledge of and ability to select qualified applicants for available positions.
Ability to design forms in accordance with new policies, programs, labor agreements, etc.
Ability to follow personnel policies and rules of the organization.
II. DIFFICULTY OF WORK:
Incumbent must possess the ability to work with contradictory information to develop, implement, and enforce personnel policies and procedures to a wide and complex array of ever changing situations. Incumbent initiates and enforces goals and policies to fit individual facts and conditions. Incumbent must posses the ability to devise various statistical reports, graphs, and forms for all City departments. Independent judgment is required in adaptation of practices and concepts and accepted or new procedures to meet specific situations for complex or unusual circumstances.
III. RESPONSIBILITY:
Incumbent organizes the development, coordination, administration, and direction of employment and employee relation functions, requiring non-routine decisions based upon
City guidelines, classification system, personnel policies, and department goals.
Supervisory review is usually limited to outlining general policy guidelines and desired results. Incumbent regularly responds to questions, makes decisions, and resolves problems pertaining to implementation of various policies and procedures.
Incumbent reports directly to Director of Personnel, Insurance, and Safety.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with all City employees, department heads, representatives of State and Federal agencies, and members of the general public for a variety of purposes, including the explanation and interpretation of City personnel policies, maintaining City classification system, non-routine problem solving, including gaining cooperation and concurrence in situations of potential conflict and/or differences of opinion and ensuring of accurate employment records and information.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent works in a standard office environment with no unusual physical demands.
Incumbent periodically works extended hours and may travel out of town to attend meetings and training seminars.

Pay: $48,756.00 - $69,912.00 per year
