Essential Job Functions

Supervises, assesses and recommends the overall GIS direction and provides technical and operational GIS support to include ESRI application and data management technology.

Identify, analyze, develop and supervise GIS projects and applications that will benefit Apopka processes or workflows.

Very close alignment with Public Safety (Police/Fire/EMS) to ensure high accuracy and reliability with E911 dispatching applications with regards street addressing and route mapping for First Responder Calls for Service.

Public information availability achieved via the City's website including development of mobile device applications availability and access to appropriate data sets.

Manages all asset production mapping and spatial analytics.

Acts as GIS liaison to governmental agencies to optimize efforts in the development of the Apopka GIS.

Organizes and monitors assigned area of GIS support including software development, integration, implementation and maintenance in order to meet the users' requests and organizational needs.

Overseas the integration of the various geospatial software and technology in the organization in order to comply with all the functionality and regulations.

Prepares and/or reviews bids/RFQs, executes the Selection Process, develops cost estimates, administers project-related contracts and service agreements, approves invoices, track costs, monitor consultant performance and contract compliance.

Evaluates and recommends upgrades and/or replacements for Apopka GIS applications and technology including Capital and Operational expenditures and assists in fiscal budget cost estimations.

Provides GIS technical support and guidance to internal users and contractors by diagnosing, troubleshooting and resolving GIS application and related technical issues.

Reviews, prioritizes and implements user requests for enhancements or modifications in a timely manner and communicates activity status to customers and management.

Participation in definition of junior level job and role description as well as the selection, supervision, development, training and performance evaluations of junior GIS staff as directed.

Develops, recommends and implements division policies and procedures.

Develops measures to analyze and improve division's overall efficiency.

Forecasts, allocates and monitors human, physical and financial resources.

Presents technical and non-technical program information to a variety of audiences and maintains effective working relationships with Apopka stakeholders, internal and external clients or entities; represents Apopka management with professional organizations, peer utilities, consultants and vendors.

Maintains current knowledge and understanding of regulations, industry trends, current practices, new developments and applicable laws regarding information management.

Performs other duties as assigned.


Qualifications

Bachelor's Degree in Computer Science, Information Systems, Geography, Geographic Information Systems, Engineering, Business Administration or applicable related field from an institution accredited by a nationally recognized accrediting agency.

Five years' progressively responsible GIS systems operation experience

Must possess a valid State of Florida driver's license.

  • Knowledge of GIS software and relational database design as it applies to GIS software.

  • Knowledge of the ArcGIS platform including, but not limited to: ArcGIS licensing structure, ArcGIS Desktop, ArcGIS Online, ArcGIS Server, SDE, ArcGIS for Local Government, ArcGIS Collector and ArcPAD software products.

  • Knowledge of AEC CAD applications including Autodesk (AutoCAD) and Bentley (MicroStation) is preferred

  • Knowledge
  • Knowledge of general mapping principles, demographics analysis, spatial analysis, remote sensing and cartography.

  • Knowledge on hardware and software troubleshooting experience.

  • Knowledge of data modeling.

  • Knowledge of maintaining and troubleshooting GIS SQL databases.

  • Knowledge of the following local government basic principles as they apply to this position: Information Technology, budgeting, planning, economic development, engineering, asset inventory, public utilities, fire, government structures, land and bathymetrical surveying, general geophysics and topography.

  • Physical Requirements

    Prolonged periods of sitting at a desk and working on a computer.

    Must be able to lift up to 25 pounds at times

    Communication equipment, (i.e., radio, telephone) UAV, desktop computers and backend server hardware and architecture, copy machine, multi-line phone system, fax machine, photo, video and audio hardware, various hand tools and various motor vehicles.
