Under general supervision develops, maintains, and updates the City’s GIS infrastructure graphics and attribute data using Esri’s ArcGIS Desktop and ArcGIS Pro applications.
ESSENTIAL JOB FUNCTIONS:
1. Develop, maintain, and update the City’s Geographic Information Systems (GIS) infrastructure graphics and attribute data based on construction plans, plat records, legal descriptions, GPS data and field notes.
2. Perform quality assurance (QA) and quality control (QC) processes to identify system asset data discrepancies and apply necessary corrections.
3. Produce high-quality custom map deliverables using ESRI’s GIS Desktop and GISPro applications.
4. Research and provide construction plans and plat information to the public and City staff.
OTHER JOB FUNCTIONS:
5. Train fellow staff in the use of GIS applications.
6. Provide assistance to the public by telephone or in person regarding GIS information utilized by the department.
7. Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
- Knowledge of ArcGIS functions and concepts such as cartography.
- Knowledge of coordinate system geometry and geocoding.
- Knowledge of geometric networks and/or ESRI’s Utility Network.
- Knowledge of personal computers and basic PC software, including MS Word, Excel, and Outlook.
- Knowledge of data formats and ability to convert data formats.
- Knowledge of water and sanitary sewer utility GIS networks.
- Skilled in performing GIS functions such as geocoding.
- Skilled in editing geodatabase feature classes, tables, and layers.
- Skilled in drafting reports and Standard Operating Procedure (SOP) documents.
- Skilled in critical thinking for problem solving, analyzing data, and performing research.
- Skilled in interpreting and verifying construction plans, plat records, legal descriptions, GPS data and field notes.
- Skilled in performing QAQC and evaluating assignments for accuracy.
- Ability to compile data for map creation.
- Ability to convert data from various formats.
- Ability to work independently and prioritize tasks with limited supervision.
- Ability to verify, read and interpret legal descriptions including, but not limited to plats, engineering drawings, records and maps.
- Ability to operate a variety of office equipment including, but not limited to a PC, fax machine, telephone, calculator and copier.
- Ability to perform a variety of physical skills including, but not limited to seeing, carrying, holding, calculating, typing and writing.
Qualifying Education and Experience:
A High School diploma or GED and any combination of experience and college coursework in GIS, GIST, Geography, Environmental Science and Computer Science, equal to three years.
