General Description and Classification Standards
Responsible overseeing the operation of several areas of administrative services for the Business Services department. Duties include but are not limited to:
Assists the department by performing tasks in the areas of employee support and payroll
Produces reports and dashboards summarizing data and providing commentary or observations based on through analysis
Represents the unit by attending meetings, training sessions and programs that require participation from the unit, acting as liaison
Interacts with the multiple divisions as a resource
Essential Duties & Responsibilities

Directs and reviews the work of staff and provides support in overall functions. Participates and provides direction and supervision
Liaison between Human Resources and business units to assist with on-boarding/off-boarding
Delegates and assigns responsibilities to supervisors and managers when necessary
Plans, assigns, and coordinates staff work activities
Identifies staff skill levels and encourages staff development through training
Analyzes the department for future staffing needs and makes recommendations.
Manages record keeping and documentation
Establishes work methods, timetables, performance standards, etc.
Ensures payroll is processed with speed and accuracy and that it accurately reflects City specific pay policies
Oversees the audits and reconciliation of pay records
Coordinates third party payroll system implementations and upgrades
Interprets pay policies and stays current with changes in payroll laws
Verifies compliance with federal and state payroll requirements
Documents payroll processes and procedures
Creates operating plans, forecasts, and reporting systems
Develops organizational structure and selects, develops, and manages staff and manages the day-to-day operations
Establishes internal processes, interprets, and applies organizational policies

Knowledge, Skills & Abilities
Knowledge of principles and processes for providing customer and personal service, including customer needs assessment, meeting quality standards for services and evaluation of customer satisfaction; adaptability to change
Composes and prepares routine and complex correspondence, reports principles and methods including marketing and other documents
Knowledge of concepts, processes, and tools of payroll accounting
Knowledge of relationship of professional disciplines among related organizations and functions

Reports to the Airport Assistant Director, Business Services
Works under very general supervision; may work independently with responsibility for an assigned function or program
Qualifications
Qualifications
Minimum Qualifications
Bachelor’s degree in business, public administration, finance, accounting, or related field
5 years of leadership, management or aviation experience is required
Preferred Education & Experience
Master’s degree in business, public administration, finance, human resources, accounting or related field
5-8 years of professional experience in administration and budgeting
Licensures and Certifications
Candidate will be expected to have licensure or professional certifications appropriate to the position if necessary.
