DESCRIPTION

The purpose of this classification is to lead a crew of workers engaged in operating equipment and performing maintenance and repair work on Consolidated Government roadways and other infrastructure as assigned.

Installs, repairs, and maintains water distribution systems within the guidelines of department policies and procedures and other regulatory laws.

Supervises assigned AUD assets or outsourced personnel as needed. Reports to the Crew Supervisor or other designated person.

Works with co-workers and the public to provide maintenance support. PERFORMS 24 / 7 ROTATING ON-CALL DUTIES.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Leads and performs functions associated with installation, maintenance and repair of water and sewer utility systems. Locates water leaks, repairs pipe leaks;

clears blocked pipes using sewer jet and vacuum. Installs pipe, cuts pipes, and digs holes or trenches. Installs new services, fire hydrants and drinking fountains as needed.

Turns water mains on / off; installs / replaces water meters, reads meters, loads and unloads trucks.

Coordinates daily work activities and assigns work assignments to subordinates. Organizes and prioritizes project tasks and evaluates work.

Monitors status of work, troubleshoots problem situations and performs the duties of supervisor in their absence.

  • Leads and participates in tasks involving water utility operations. Establishes service of new customers, sets new meters, and makes taps;
  • inspects meters to identify leaks, high readings, damage, or illegal connections. Installs and repairs water services; raises manhole lids;
  • locates and repairs water / sewer lines; excavates ground around water / sewer lines; flushes sewer lines and manholes; makes water taps;
  • maintains records of recorded and unrecorded cross-connection backflow installations; conducts backflow testing and enters test results into computer;

and operates sewer pump stations and inspects pump stations to ensure proper operations.

Leads and participates in tasks involving street, roadway, and drainage projects. Builds concrete forms for sidewalks and curbing.

Pours and finishes concrete, installs and removes sidewalks, curbs, driveways, and gutters. Shoots grade for concrete; cleans, maintains, and repairs drains.

Constructs and repairs drain boxes, inlets, and manholes. Installs and repairs drain pipes; repairs, maintains, and cleans ditches.

Lays and smooths asphalt, patches / repairs potholes and sinkholes to include grading the work site and packs ground materials.

Installs street signs, stop signs, and reflective markers on streets. Paints markings such as turn lanes, crosswalks, and parking spaces onto road surfaces.

Builds, repairs, and paints street barricades as needed. Maintains street signal lights and removes debris from sites of vehicle accidents.

Monitors work environment and use of safety equipment to ensure safety of employees and other individuals. Coordinates the setup of work safety zones to maintain safety and traffic control at work sites, including flagging of traffic, setup of safety cones, barricades, and road / warning signs.

Monitors traffic conditions surrounding trucks / equipment to identify obstructions, pedestrians, or unsafe traffic conditions.

Reports any incidents, accidents, problems, or unusual situations.

MINIMUM REQUIREMENTS

Education : High School diploma or GED Please note : Upon job offer, you will be required to provide proof of education.

Experience : One (1) year of experience in construction, repair, and / or maintenance of public infrastructure or a related field.

Knowledge / Skills / Abilities :

  • General knowledge of the method and practices of installing, maintain, and repairing water distribution system, mains, service laterals, hydrants, and meters.
  • Familiarity with policies and procedures pertaining to the repair and maintenance of waterlines and mains and location of water and sewer lines and mains.
  • Proficiency in laying pipe, supervision, constructing, maintaining, and repairing waterlines and mains using tools.
  • Proficient in the construction of the new waterlines and is able to propose project means and methods to design engineer.
  • General knowledge of operating equipment such as a backhoe, roller, trencher, sewer rodding machine, and tapping machine.
  • Good communication skills, both oral and written.
  • Demonstrated ability to work independently.

Certification(s) : Water distribution certification not required but aids in advancement.

Licensing : Possession of a valid driver's license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.

This position requires driving a county vehicle.

Other :

  • Must be able to pass Fort Eisenhower criminal background check to obtain a gate pass for entry within 6 months and as often as required by the government.
  • This position requires staff call up in an emergency situation.
  • Travel from office to other locations is required of this position.

  • Physical Abilities : Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and / or pulling of moderately heavy objects and materials (20-50 pounds);

may occasionally involve heavier objects and materials (up to 100 pounds).

Sensory Requirements : Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals.

Some tasks require the ability to communicate orally.

Environmental Factors : Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, fumes, hazardous materials, machinery, vibrations, electric currents, traffic hazards, bright / dim light, toxic agents, disease, pathogenic substances, animal / wildlife attacks, or animal bites.
