An Associate’s Degree in Business Administration, Public Administration, Marketing, Supply Chain Management, or a related field is required.
Two (2) years of experience with administering and leading formal procurement. Public Procurement experience is preferred.
Any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities, may be considered as qualifying.
Valid Arizona Operator’s Driver’s License.
Professional certification as a Certified Procurement Professional (NIGP-CPP), Certified Public Purchasing Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager (CPM), or Certified Professional in Supply Management (CPSM) is highly desirable.
Ability to comprehend and make inferences from sometimes technical material such as laws, rules, ordinances, regulations, and procedures governing public procurement, i.e., City Procurement Code, Arizona Revised Statutes, Contracts, etc.
Ability to make basic arithmetical computations (multiplication, division, percentage calculations, addition, and subtraction). Review of bids will require computation of unit costs, and sales taxes utilizing various rates and contract price comparisons.
Ability to compose written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
Within this job, the employee normally performs the duty assignments under supervision, requesting supervisory assistance as necessary. The assignment may be reviewed upon completion. Performance is reviewed regularly.
This position may require the planning of departmental procurement training.
Ability to research and evaluate technical proposals and recommend contracts for award. Perform accurate bid/proposal price/cost analysis for a variety of products and/or services. Compile contract data, evaluate for contract performance, and make recommendations for contract renewal or bid.
This position requires constant contact with department staff and vendors to discuss issues, resolve problems, negotiate terms and prices, and make recommendations to management.
Employee must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
Salary : $59,923 - $74,904
