Job Description

The City of Avondale has an opportunity for a Buyer with the Finance & Budget Department. This is a FLSA Exempt, full-time position with benefits.

Hiring Range: $59,923.00 - $74,904.00

Salary range is the entire compensation range for the position classification.
Hiring range is an estimate of the compensation amount for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, and/or training.

Performs necessary purchasing procedures for the acquisition of goods and services. Experience and knowledge of public procurement theory, principles, and practices. Under direction, manages different opinions, facilitates discussion, resolves conflict, and finds resolution related to purchasing practices. This position class is distinguished from the Senior Buyer class due to the lesser complexity of work and more day-to-day oversight from the supervisor.

Essential Functions



Coordinates solicitations for goods, services, and construction; arranges advertising and solicitation schedules; maintains and edits standard forms used in solicitation specifications; and responds to inquiries concerning criteria for contract award decisions.

Coordinates procurement of materials and services; researches existing needs to match current market availability; reviews and prioritizes requisitions; and maintains procurement records such as items or services purchased, costs, delivery, product quality, vendor performance, and inventories.

Coordinates purchasing procedures among departments and divisions. Serves as liaison between the Procurement Division and other city departments and divisions. Provides customer support and guidance on disposal of surplus equipment, materials, and supplies.

Maintains contract files; reviews contracts to evaluate overall revisions, price, and past performance of each contract before bid or renewal; evaluates price increases proposed for contracts and makes changes as necessary and appropriate.

Administers and manages assigned solicitations/contracts to ensure compliance with the City's Procurement Code and the City regulations, policies, and procedures.
Runs reports and analyzes financial system data related to assigned contract and purchase order spend.

Maintains vendor profiles, ensuring the accuracy of records.

Minimum Qualifications

An Associate’s Degree in Business Administration, Public Administration, Marketing, Supply Chain Management, or a related field is required.

Two (2) years of experience with administering and leading formal procurement. Public Procurement experience is preferred.

Any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities, may be considered as qualifying.

Valid Arizona Operator’s Driver’s License.

Professional certification as a Certified Procurement Professional (NIGP-CPP), Certified Public Purchasing Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager (CPM), or Certified Professional in Supply Management (CPSM) is highly desirable.

Supplemental Information

Ability to comprehend and make inferences from sometimes technical material such as laws, rules, ordinances, regulations, and procedures governing public procurement, i.e., City Procurement Code, Arizona Revised Statutes, Contracts, etc.

Ability to make basic arithmetical computations (multiplication, division, percentage calculations, addition, and subtraction). Review of bids will require computation of unit costs, and sales taxes utilizing various rates and contract price comparisons.

Ability to compose written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.

Within this job, the employee normally performs the duty assignments under supervision, requesting supervisory assistance as necessary. The assignment may be reviewed upon completion. Performance is reviewed regularly.

This position may require the planning of departmental procurement training.

Ability to research and evaluate technical proposals and recommend contracts for award. Perform accurate bid/proposal price/cost analysis for a variety of products and/or services. Compile contract data, evaluate for contract performance, and make recommendations for contract renewal or bid.

This position requires constant contact with department staff and vendors to discuss issues, resolve problems, negotiate terms and prices, and make recommendations to management.

Employee must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
