What are the responsibilities and job description for the Plans Examiner position at City of Avondale?
The City of Avondale is currently seeking a Plans Examiner in the Development and Engineering Services Department. This is a full-time, exempt position with benefits.
Reviews residential, minor commercial, and tenant improvement plans for compliance with the various City of Avondale adopted building codes, standards, and policies. Customer service with applicants including design professionals, property owners, and City staff on assigned projects. Assists customers at the front counter by answering building-related questions, reviewing residential and minor tenant improvements, and other related customer service needs.
Reviews residential, light commercial building plans, and related documentation for new and existing buildings for compliance with applicable codes and ordinances. Approves or denies plans as appropriate and advises applicant of needed revisions. Coordinates with front counter staff with plan review and permit issuance process.
Provides oral and written responses to inquiries from construction industry professionals and building owners concerning plan check procedures, code requirements, and code interpretations. Conducts field inspections when needed.
Prepares and maintains records of plan review activities. Enters, reviews, and maintains project data, legal documents, and correspondence through a permit tracking and plan review software. Ensures documents are maintained in accordance with City’s record retention policies.
Provides assistance and staffing coverage for the front permit counter as needed. Reviews projects at the building permit counter for projects eligible for over-the-counter review.
Provides information for Public Records requests. Review and issue permit for backflow prevention devices. Supports building inspectors and performs field inspections as needed. Performs other duties as assigned.
An Associate’s degree or graduation from a trade school in a related field is required.
Two (2) years of experience working with residential and light commercial construction projects.
Must hold Building Plan Review certification from the International Code Council by completion of original probationary period.
Work requires the ability to read building specifications, codes, policies, procedures, contracts, memos, and general correspondence.
Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, and geometric calculations.
Work requires the ability to write plan review comments, reports, memos, and general correspondence.
Copy machine, fax machine, telephone, computer, and related software.
No supervisory or organizational control.
Work requires analysis, judgment, and independent thinking within the limits of regulations while following policies, and procedures.
This position requires a high level of interpersonal skills and the ability to effectively problem-solve with others in a team environment. The incumbents in this position have ongoing contact with staff from other divisions and departments involved in the plan review, permitting, and inspection process. In addition, these incumbents work with individuals outside the City who may belong to professional or peer organizations or various state and federal agencies. Meetings and discussions with customers and the general public occur daily. Employees must maintain regular attendance. Ability to work in a constant state of alertness and safe manner.
