ACCOUNTS PAYABLE MANAGER
(Operations Officer V)

Position Overview:The Department of Finance, Bureau of Payroll and Accounting, is seeking a self-motivated and dedicated individual who is knowledgeable of all forms of accounts payable processes and related systems within the department to help operate efficiently and effectively and contribute to the functionality of the Accounts Payable (AP) division. The individual must take the initiative and be willing to assist and resolve problems within the division without being instructed while supervising a staff of 10 individuals and coordinating efforts with management and other units within BAPs.
The ideal candidate must be willing to work beyond scheduled hours at times to assist with getting the invoices paid timely and meeting other timelines including helping reduce the number of invoices and credits in workflow.
Responsibilities of the position include but are not limited to: - Supervise A/P Specialists and the entire A/P process.
- Devise systems and implement those procedures to improve efficiency and accuracy of a department or the organization.
- Supervise check runs; analyzing and verifying outstanding invoices to ensure proper payment and adherence to any applicable requirements, manage expense reporting process and payments
- Ensure that all financial deadlines regarding accounts payable are met for month-end, quarter-end and year-end financial closings, including supporting requests from internal and external audit functions.
- Help to develop and maintain documentation such as periodic calendars of accounts payable tasks, desk manuals for each work area, and training manuals.
- Maintain consistency of adherence to accounts payable policies and goals, establish and communicate standard operating procedures for accounts payable team to follow, monitor and analyze specific accounts payable operations
- Communicate with other departments, branches and vendors regarding A/P position on relevant issues, design/revise tools, processes and procedures to improve efficiency and head special projects, as needed.
- Delegate tasks across the entire A/P team and ensure expectations so that the team achieves a quality outcome
Knowledge, Skills and Abilities: - Knowledge of the basic principles of accounting, budgeting, fiscal controls and statistics.
- Knowledge of management practices and methods.
- Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects.
- Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
- Ability to interpret and apply a variety of laws, rules, regulations, standards and procedures.
- Ability to prepare and present reports or recommendations clearly and concisely.
- Ability to compile financial and operational data and to analyze charts and reports and statistical and budgetary statements.
- Ability to coordinate the activities of various organizational units.
- Ability to plan, organize and direct the work of others.
- Ability to research and write complex narrative and statistical reports
- Ability to speak and testify effectively before governmental and legal bodies and commissions, the media and community and business groups.
- Ability to establish and maintain effective working relationships with city officials, community and business groups.
Education and Experience Requirements:A Bachelor's degree in Business Administration, Public Administration, Management, or related field from an accredited college or university and 8 years of experience in professional-level administrative, operations, or technical work. Previous work lead experience preferred.
Equivalencies – An equivalent combination of education and experience.
Licenses, Registrations and Certificates: A valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver's permit may be required.
