The City of Bend is actively recruiting for one (1) Business Systems Analyst in the Information Technology department, pending City Council approval of the next biennium budget on June 21, 2023. This opportunity is a limited term duration (up to 3 years), is represented by the City of Bend Employee Association (COBEA), and is a FLSA exempt (overtime ineligible) position.

Position Overview
The Business Systems Analyst I performs a variety of professional and technical activities that assist in administering and supporting City-wide enterprise software solutions and providing analysis regarding the effective use of those solutions in City operations. The position performs a variety of specialized professional duties in support of assigned programs.
The Business Systems Analyst II works directly with stakeholders from all City Departments and City vendors to administer and support City-wide enterprise software solutions and provides recommendations and analysis regarding the effective use of those solutions in City operations. The position advises the City on the future of the software solution(s) and changes in functionality, and performs a variety of specialized and complex professional duties in support of assigned programs.

Distinguished from Applications Analyst Series: The Business Systems Analyst series is distinguished from the Applications Analyst series as the Business Systems Analyst series is responsible for analyzing operational requirements, translating them into system functionality and managing the project to success. In contrast, the Applications Analyst series designs and manages applications and systems integration.

- Supports smooth transitions of small to mid-size enterprise software solution(s) projects from development and/or implementation staff to functional department staff as appropriate.
- Provides support to software end users through coordination with software module leads, IT Service Desk, direct resolution and maintenance of relevant documentation and/or procedures.
- Interprets and/or discusses information with others, which involves terminology or concepts not familiar to many people. Regularly provides advice and recommends actions involving complex issues. May resolve problems within established practices.
- Maintains the software reporting environment through coordinated efforts of the Application Analysts, Office of Performance Management designees and the software vendor.
- Assists in the training of end users through coordination with City departments, software module leads and super users.
- Supports and manages complex workflow processes for appropriate systems including troubleshooting and maintenance.

- Bachelor’s degree (B.A./B.S.) from four-year college or university or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.

- Business Systems Analyst II: 4 to 5 years’ experience in a similar position and/or performing similar tasks.
- Level 4 CJIS certification required within first 3 months of employment
- Current and valid Driver's license per City policies outlined in the Employee Handbook.

$1,500 calendar year benefit maximum per covered individual includes $1,000 one-time orthodontia benefit.
Full-time employees currently pay 10% of the total composite monthly premium. Part-time benefit-eligible employee premiums are pro-rated according to their regularly scheduled work hours (50% for employees working 20-29 hours per week; 75% for those working 30-39 hours per week).
