Summary

The City of Bend is actively recruiting for one (1) Business Systems Analyst in the Information Technology department, pending City Council approval of the next biennium budget on June 21, 2023. This opportunity is a limited term duration (up to 3 years), is represented by the City of Bend Employee Association (COBEA), and is a FLSA exempt (overtime ineligible) position.

This position will support multiple Enterprise Resource Planning systems including:


  • AssetWorks FleetFocus
  • Samsara Telematics
  • HelpSystems Automate
This recruitment is seeking level I or level II Business Analysts as defined below. Qualification for level I or II depends on the amount of similar and/or relevant experience the candidate possesses.

Position Overview
The Business Systems Analyst I performs a variety of professional and technical activities that assist in administering and supporting City-wide enterprise software solutions and providing analysis regarding the effective use of those solutions in City operations. The position performs a variety of specialized professional duties in support of assigned programs.
The Business Systems Analyst II works directly with stakeholders from all City Departments and City vendors to administer and support City-wide enterprise software solutions and provides recommendations and analysis regarding the effective use of those solutions in City operations. The position advises the City on the future of the software solution(s) and changes in functionality, and performs a variety of specialized and complex professional duties in support of assigned programs.

Distinguishing Characteristics
Distinguished from Applications Analyst Series: The Business Systems Analyst series is distinguished from the Applications Analyst series as the Business Systems Analyst series is responsible for analyzing operational requirements, translating them into system functionality and managing the project to success. In contrast, the Applications Analyst series designs and manages applications and systems integration.

Distinguished from Business Systems Analyst II: The Business Systems Analyst I is the first level in the Business Systems Analyst series. The Business Systems Analyst I is distinguished from the Business Systems Analyst II by a lower level of responsibility of assigned tasks, with the latter taking on large and more complex roles and projects. The Business Systems Analyst II also operates with a higher level of autonomy.

Distinguished from Business Systems Analyst I: The Business Systems Analyst II is the advanced level in the Business Systems Analyst series. The Business Systems Analyst II is distinguished from the Business Systems Analyst I by the level of responsibility and difficulty of assigned tasks and in that the Business Systems Analyst II operates with a higher degree of autonomy. The classification also has a greater knowledge of functionality in assigned enterprise software solution(s).

Business Systems Analyst I: Follows standard practices with minimal supervision, but must be monitored when carrying out most deviations; progress and outcomes are frequently reviewed.
Business Systems Analyst II: Sets priorities and organizes work. existing practices are used as guidelines to determine work methods. works independently and resolves most problems. important, non-routine work is reviewed.

Business Systems Analyst I: Regular exercise of independent judgment within accepted practices and in accordance with established policies and procedures. Makes recommendations that affect policies, procedures, and practices. Refers decisions involving exceptions to accepted practices to supervisor.
Business Systems Analyst II: Develops objectives and general policies and procedures within general scope of established operational goals and plans for a specific project or functional area of responsibility. Day-to-day work and decisions do not require direction or review by supervisor. Significant and strategic decisions are referred to supervisor.

Business Systems Analyst I: Does not have authority over budget decisions.
Business Systems Analyst II: Tracks and monitors expenditures for an organizational level. Has no decision making or spending authority. Some budgetary proficiency required to advise on revenues, expenses, and budgetary status and processes.

Business Systems Analyst I:
  • Participates in meetings with key business partners or teams to coordinate information regarding software functionality changes or improvements in order to identify, simplify and support efforts to raise the level of effectiveness and organizational performance of assigned enterprise software solution(s).
  • Supports smooth transitions of small to mid-size enterprise software solution(s) projects from development and/or implementation staff to functional department staff as appropriate.
  • Provides support to software end users through coordination with software module leads, IT Service Desk, direct resolution and maintenance of relevant documentation and/or procedures.
  • Interprets and/or discusses information with others, which involves terminology or concepts not familiar to many people. Regularly provides advice and recommends actions involving complex issues. May resolve problems within established practices.
  • Maintains the software reporting environment through coordinated efforts of the Application Analysts, Office of Performance Management designees and the software vendor.
  • Assists in the training of end users through coordination with City departments, software module leads and super users.
  • Supports and manages complex workflow processes for appropriate systems including troubleshooting and maintenance.
  • Supports and manages user roles and permissions in assigned enterprise software solution(s).
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.

  • Creates and manages complex workflow processes for appropriate systems including troubleshooting and maintenance.
  • Creates and manages user roles and permissions in assigned enterprise software solution(s).

Education, Experience, Certifications and/or Licenses
The following are the minimum qualifications for this position.
  • Bachelor’s degree (B.A./B.S.) from four-year college or university or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • Experience:
    • Business Systems Analyst I: 2 to 3 years’ experience in a similar position and/or performing similar tasks.
    • Business Systems Analyst II: 4 to 5 years’ experience in a similar position and/or performing similar tasks.
  • Level 4 CJIS certification required within first 3 months of employment
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.
