SUMMARY
Assists the O/M Manager in the planning, directing, and coordinating of activities of the operations, water, and sewer department workers engaged in installation, maintenance, repair, expansion, and relocation of water distribution and sewage facilities throughout the City. Assists in establishing priorities and scheduling work in the installation, maintenance, repair, expansion, and relocation of water distribution and sewage facilities throughout the City.
Assists in assuring that safe drinking water is delivered, and the sewer system is maintained in accordance with Federal, State, and City regulations by performing the following duties personally or through subordinate supervisors.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Include the following. Reporting relationships, work assignments, and work schedules may be subject to change to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.
Assists in the preparation of the annual work plan and budgetary estimates for the department.
Plans and coordinates personnel and equipment for daily operations and work assignments of the Operations division, Water Distribution division, and the Sewer Rehab division.
Assists in water distribution and wastewater collection layout and design of new subdivisions and large-scale developments as well as the extension of water and wastewater collection service to new customers.
Advises and assists the O/M Manager in ordering the necessary material to maintain the existing system, as well as present and future expansion.
Recommends to the O/M Manager changes in organizational structure and manpower requirements for future needs of the department.
Assists in planning for the water and wastewater growth of the City.
Maintains a working knowledge of developments in applications of water and wastewater collection, technical and operational utility matters, public relations, and employee relations.
In the absence of, or by request, represents the O/M Manager at organizational meetings, staff meetings, and matters affecting the water distribution and wastewater collection activities of the City and its service area.
Assists the O/M Manager in studying and interpreting current trends, and policies affecting the water and wastewater collection industry, coinciding with State and Federal regulations.
Assists and makes recommendations to the O/M Manager in evaluating personnel performance for annual compensation or promotions.
Directs crew leaders and other supervisory personnel in daily operations, and scheduling of manpower and equipment.
Guides all employees in conducting themselves in accordance with the rules and requirements of the City.
Develops good inter-departmental communications. Encourages participation and suggestions by employees.
Helps the O/M Manager maintain a system of safety, job knowledge, and advancement of skills within the department.
Helps schedule employees for certifications and schools in order to comply with State and Federal licensing requirements.
Oversees departmental safety concerns. Works with crew leaders and other supervisory personnel in helping the department to comply with standard safety practices.
Updates system records, and information pertaining to daily work activities.
Meets with customers to assess service requirements, location of service, and customer's responsibilities.
Helps to answer customer inquiries or complaints.
Research information and specifications for purchase of new equipment and tools.
Assists Water Utilities personnel in solving problems with the distribution and collection systems.
Maintains familiarity with rates, collection policies, rules, and procedures, to resolve and process consumer complaints and answer inquires.
Is available for operational advice and procedures during emergencies.
This position is considered a first responder in the event of a citywide emergency or disaster situation. During such an event, this position will respond and perform tasks that are assigned based on the need of the situation.
Performs other duties as assigned by the O/M Manager.
SUPERVISORY RESPONSIBILITIES
Manages three (3) subordinate supervisors who supervise a total of 35-40 employees in the Water Utilities Department. Is responsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Associate degree (A. A.) or equivalent from two-year college or technical school and six (6) to eight (8) years related experience and/or training, or equivalent combination of education and experience. A minimum of 2 years of supervisory experience in the water distribution or wastewater collection field.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
TECHNICAL SKILLS
Proficiency in Microsoft “Word” and “Excel”. Ability to read, understand, analyze, modify, and interpret engineering drawings and blueprints as they pertain to water and sewer construction.
CERTIFICATES, LICENSES, REGISTRATIONS
- Possess and maintain a valid driver’s license.
- Class II Wastewater License
- Class IV Water Distribution License
