The City of Beverly Hills is offering a signing bonus for this Deputy Building Official recruitment. Signing bonus would be 10% of the annual base salary of final offer letter.

What We Do
The Community Development Department of the City of Beverly Hills is responsible for the review and processing of private development projects including land entitlements, zoning and plan review, inspection services and permit issuance, and code enforcement.  It also oversees programs such as rent control/stabilization, historic preservation program, animal control and records requests. Community Development also provides staff assistance to 5 city commissions; including, Planning, Architectural, Design Review, and Cultural Heritage.  
 
What We're Looking For
The Deputy Building Official shall be a forward thinking, hands-on individual, with superior communication and customer services skills, and a desire to build positive relationships with the community and City staff. The Deputy Building Official will oversee the work of staff and participates in plan review, permitting, code enforcement, and building inspections of public and private buildings for compliance with the California Building Code, City's Technical, Zoning, and related codes, and ordinances. The ideal candidate will also review, research, analyze, and resolve complex issues relating to the interpretation and application of building construction codes and regulations as well as assisting City’s Building Official with triennial code adoption process. The Deputy Building Official will possess a high degree of professionalism and exhibit proactive management skills to assign work, monitor work performance, and recommend personnel actions including disciplinary action, and advise staff on the daily functions, operations, and activities of the Development Services Division.

The ideal candidate will be an experienced leader who builds and mentors staff, is creative and flexible, and has strong problem-solving skills finding a balance between enforcing codes and providing excellent customer service and assisting City’s Building Official.

Conviction History
As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. Having a conviction history does not automatically preclude you from a job with the City. If you are selected as a finalist, you will be contacted to schedule a fingerprinting appointment.

Disaster Service Workers
 All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. 

Signing Bonus
The recipient of a bonus shall only be entitled to receive a bonus on a one (1) time basis for the same classification.  The bonus may be paid as follows:

25% upon initial hiring
25% upon successful completion of six months of service
50% at the end of one year of satisfactory service

If the recipient of bonus separates from the City before the twelve (12) months following receipt of the bonus, he/she shall be required to reimburse the City for the full amount of the bonus.

DEFINITION

To plan, organize, direct, and coordinate the activities of the assigned programs in the Development Services Division, including plan review, community preservation, special events/filming, permit center, and building inspection services; to coordinate division activities with other divisions and departments; to assist the City Building Official in the administration and enforcement of related building codes, ordinances laws, and regulations; and to provide highly complex staff assistance to the City Building official.


SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the City Building Official.

Exercises direct supervision over assigned management, supervisory, professional, technical, and administrative support staff.


EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:


  1. Develop, implement, and administer policies and procedures; develop and monitor goals and objectives for major programs, projects, and services.   Evaluate and ensure programs and services comply with department and City policies and procedures, mission, goals, and priorities.
  2. Plan, organize, and direct Development Services Division activities including plan review, community preservation, special events/filming, permit center, and building inspection services.
  3. Direct, oversee, and participate in the development of the Development Services work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.
  4. Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the department.
  5. Select, train, motivate, and supervise assigned staff.  Assign work; monitor and evaluate employee work performance; and recommend personnel actions including disciplinary action.  Determine staff training needs; provide, recommend, or coordinate staff development and training programs and activities.
  6. Oversee the work of staff and participate in plan review and building inspection services to ensure compliance with local, state, and City codes, laws, and regulations. 
  7. Oversee the work of staff engaged in the inspection of public and private buildings for compliance with the State Building Code, City's Technical, Zoning, and related codes and ordinances.  Review, research, analyze, and resolve complex issues relating to the interpretation and application of building construction codes and regulations.
  8. Review, revise, draft, and recommend new editions and updates of building construction related technical codes and ordinances.  Participate in the triennial adoption of State codes as well as any local amendments to the Federal, State, and local codes. 
  9. Develop effective customer standards, quality assurance, and methods of service delivery programs; ensure that timelines and quality of work are maintained.
  10. Participate in the preparation and administration of the division budget.  Perform budget analysis; monitor revenue and expenditures; recommend budgetary adjustments; and maintain appropriate records, reports, and controls.
  11. Negotiate and administer contracts, agreements, and services.  Manage and evaluate contracts and delivery of contract work to ensure compliance with contractual terms and conditions, and conformance to City and departmental codes, rules, and regulations.
  12. Receive and respond to difficult and sensitive inquiries, problems, and complaints.  Conduct and/or oversee the investigation and resolution of complaints.
  13. Assist the City Building Official with duties and responsibilities of the Division.  Serve on behalf of the City Building Official in his/her absence, as assigned.
  14. Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  15. Serves as liaison between the division and other City departments and outside private and public agencies.
  16. Participate, interface, and attend meetings with inter- and intra-departmental teams, committees, and public and private agencies in matters relating to building codes, plan review, zoning, permits, complex construction issues, and overall development processes and programs.  Initiate and participate in staff meetings.
  17. Attend and make presentations to the City Council, various City boards and commissions, community organizations, professional associations, and various working groups, as required.
  18. Research and prepare a variety of reports including staff reports; prepare written correspondence.  Maintain accurate and current files and records.  Analyze data and make recommendations.
  19. Keep abreast of construction technology, codes, regulations, trends, and innovations in the field.
  20. Assist new or existing staff in learning departmental practices and protocols, methods, and procedures.
  21. Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
  22. Foster an environment that embraces diversity, integrity, trust, and respect.
  23. Be an integral team player, which involves flexibility, cooperation, and communication.
  24. Performs related duties, as assigned.

Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:


Experience:


Five years of increasingly responsible management experience in construction management, structural engineering, architecture, planning or a closely related field.  Two years of experience must have included supervisory responsibilities.


Public sector experience is desirable.


Training:

Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil or structural engineering, architecture, planning, construction technology, or a closely related field.  


A Master's degree in engineering, architecture, planning, or a closely related field is desirable.


License and Certification

Possession of the following:

  1. Valid California driver's license; and
  2. Registration as a professional Civil or Structural Engineer and Land Surveyors with the California Board of Professional Engineers OR Certification with the California Architects Board as an Architect; and
  3. One of the following International Code Council (ICC) certifications:
    • Certified Building Official (CBO); or
    • Building Plans Examiner; or
    • Building Inspector (residential or commercial).

Knowledge of:

  • Principles and practices of public administration.

  • Principles and practices of policy development and implementation.

  • Principles, practices, and procedures involved in the administration and enforcement of building codes, ordinances, and local, state, and federal laws and regulations governing building construction and renovation.

  • Applicable federal, state, and local laws, ordinances, and regulations, including the International Building Code.

  • Methods, practices, and standards of building construction, materials, and design.

  • Engineering and construction practices, techniques, and terminology.

  • Principles and practices of leadership, motivation, team building, and conflict resolution.

  • Principles and practices of budget development, implementation, and monitoring. 

  • Contract management.

  • Principles and practices of business correspondence and report writing.

  • Principles and practices of organizational analysis and management.

  • Principles and practices of supervision, training, performance evaluation, and employee development.

Ability to:

  • Organize and direct the operations of the Development Services Division.

  • On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations, and codes; observe performance and evaluate staff; problem solve department-related issues; remember various rules and procedures; and explain and interpret policy.

  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

  • Read and interpret relevant laws, ordinances, regulations, specifications, and construction plans.

  • Interpret, apply, communicate, and enforce codes, policies, procedures, rules, regulations, and laws. 

  • Develop, implement, and revise policies and procedures, pertinent codes, ordinances, and regulations.

  • Develop effective customer standards and methods of service delivery.

  • Select, train, supervise, and evaluate staff.

  • Gather, analyze, and interpret operational and technical data.

  • Prepare clear, concise, and complete technical documents, reports, and correspondence.  Maintain accurate and complete records.

  • Establish and maintain effective and cooperative working relationships with those contacted in the course of work.

  • Work with various cultural and ethnic groups in a tactful and effective manner.
