What are the responsibilities and job description for the Grants Specialist position at City of Bloomington?
Assists with implementation of housing and community development grants administered through the Economic and Community Development Department. Assists with recruitment and management of contractors for City housing rehabilitation programs. Manages certain housing rehabilitation and community development grant programs. Participates in the department’s healthy housing initiative. Serves as the City’s representative on the McLean County Continuum of Care and assists with the administration of the City’s Continuum of Care grants.

- Serves as the program manager for certain housing rehabilitation and community development grant programs. This includes, but is not limited to, marketing the program within the community, conducting the applicant intake process for the program, assisting the City’s Rehabilitation Specialist with management of the rehabilitation and property maintenance work, creating and documenting mortgage filings related to the program, processing invoices for work and services provided, completing project reimbursement and close-out activities, and ensuring that all documentation is maintained to appropriate program standards.
- Manages the application intake process for certain housing rehabilitation and lead hazard reduction programs.
- Tracks, compiles and reports on grant program metrics.
- Participates in the department’s Healthy Housing Initiative.
- Assists the Community Enhancement Division Manager and Grants Coordinator with the contractor recruitment and retention plan. The Grant Specialist maintains the approved contractor list and keeps up-to-date files, as necessary.
- Coordinates lead safety training for local contractors; assists contractors and grant subrecipients in completing the Systems for Award Management and City vendor registration process.
- Participates in the McLean County Continuum of Care; assists in processing claims for reimbursement for Continuum of Care grant subrecipients, assists in monitoring Continuum of Care subrecipients.
Education/Experience:
- Required - Bachelor's Degree in community development, community health education, economics, human services, public administration or related field. Equivalent combination of education and experience may be accepted.
- Preferred - Experience with HUD and IHDA grant programs.
Certificate or Licenses: Driver’s License

- Work is performed primarily in an office environment. Work requires travel to other office locations and other agency facilities in town or around the state for meetings and training, as well as occasional visits to work sites. Work includes attending meetings outside of normal work hours. There are no extraordinary physical demands on this position other than incidental outdoor work including occasional oversight work in dusty, moist or humid conditions and in a range of outdoor temperatures.

Pay: $49,060.00 - $61,320.00 per year
