Animal Compliance Officer serves as a sworn City officer to patrol city parks, foothills reserves, and greenbelt enforcing compliance with City and State laws governing the control, licensing, and impounding of animals. Routinely interacts with pet owners or the general public to gain willful code compliance and cooperation, as well as providing education on applicable codes, policies, and procedures. Work requires the exercise of considerable discretion with guidance from procedural manuals, ordinances, and licensing conditions.
  • Conducts regular patrols throughout city parks and surrounding foothills in various weather conditions to enforce city and state laws regarding animal control. Using a high degree of customer service, tactfully explains responsible animal ownership, laws, and ordinances to the public to gain compliance and educates violators on the impact of non-compliance. Responds to complaints, interacts with pet owners on both routine and repetitive non-compliance issues, and handles a wide range of emotional responses from impacted customers. Issues verbal warnings for the majority of violators. Exercises independent judgment and appropriate discretion in determining whether to issue written notices of violations or citations. Under specific conditions, issues citations for violations at certain sites based on department direction. Confines stray dogs in a humane manner and coordinates with shelters for impound.
  • Generates and maintains accurate documentation, records of dog owners, conversations, photographs, actions taken and other evidence. Researches and reviews all relevant background information in support of enforcement actions. Produces case files, work records, forms, and reports. Prepares detailed investigative summaries for presentation in court. Coordinates with prosecuting attorneys and witnesses for court testimony. Attends hearings and testifies in jury or court trials. 
  • Provides information on laws and regulations governing the treatment, licensing, care and control of animals to the public. Educates the public about animal issues and responsible pet ownership. Promotes a humane and caring attitude towards animals. Addresses groups and organizations on animal control-related public safety and health issues. 
  • Issues warnings and citations for violations of parking rules. Initiates request to tow scofflaw vehicles. Observes, assesses and reports a wide variety of hazardous conditions, suspicious vehicles and traffic issues. Assists police officers at accident scenes and with other police matters. Trains new employees in Code Compliance and Community Resources.

Required Knowledge, Experience, And Training
One year of customer service experience in a compliance role, providing information to the public including reading, understanding, interpreting, and enforcing applicable administrative rules, and a high school diploma or GED, or an equivalent combination of education and/or experience.

Basic knowledge of 
  • municipal organizations and code enforcement; laws of search and seizure due process
  • the impact of code enforcement actions; responsible animal ownership; methods used in the safe, effective, and humane handling and restraint of a variety of animals, including those that are sick, injured, aggressive, and/or difficult to control
  • methods and techniques of documentation.

    Ability to 
  • enforce animal control and licensing ordinances to assure the safety and health of citizens and animals in the City
  • work all shifts, including early mornings, late evenings, weekends and holidays
  •  interpret and apply codes, laws and regulations, policies and procedures of animal impound
  • understand and maintain health and safety regulations
  • capture, care and handle domestic animals
  • remain calm and composed when confronted by angry citizens
  • deal tactfully, courteously, and firmly with the public
  • work independently with little direction
  • the patrol area of responsibility on foot, on a bicycle, and/or with a motor vehicle during adverse weather conditions
  • display an attitude of cooperation and work harmoniously with all levels of City employees and the public
  • communicate effectively in the English language at a level necessary for efficient job performance
  • complete assignments in a timely fashion
  • understand and comply with all rules, policies, and regulations
  • maintain prompt and regular attendance
  • perform all essential and marginal functions as assigned by an authorized employee, supervisor, and/or manager with or without a reasonable accommodation.

    Individuals must be capable of operating vehicles and/or bicycles safely, possess a valid driver’s license, and have an acceptable driving record.

    Preferred Knowledge, Experience, And Training
    Two years of code enforcement, licensing, or planning and zoning experience or similar peace officer or law enforcement capacity. Possession of certification from the National Animal Control Association is strongly desired.

While performing the duties of this job the employee is occasionally lifting/carrying up to 35 pounds and rarely lifting/carrying up to 50 pounds. Also, the employee is occasionally pushing/pulling up to 35 pounds and rarely pushing/pulling up to 50 pounds. Work includes sensory ability to talk and hear. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, runn, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.Additional physical efforts include: ability to ride a bicycle and load and unload bike from van and walk trails..

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures and in wet and humid conditions. Employees will also drive a vehicle as part of this position.May encounter aggressive people and/or dogs, traffic, various weather conditions such as heat, rain, and freezing temperatures, various trail conditions including narrow trails and those with rocks. Exposure to snakes, mosquitoes and stinging insects as well as icy and muddy trails.
