Hiring Range: $74,360.00 - $90,792.00 Job Description Summary: Under administrative direction, and in collaboration with the department leadership team, performs responsible professional work in the management of the City of Boulder Municipal Court Probation and Community Court programs. Performs complex tasks related to the operation of Probation and Community Court, including implementation of new initiatives designed to improve and expand the existing programs. In partnership with community stakeholders and in collaboration with various internal resources and outside agencies, ensure that the Court and social service functions of the Community Court program are effectively coordinated. Since the current target population for the Boulder Community Court is people experiencing homelessness, this individual will participate in planning and projects addressing homelessness and related issues in the City of Boulder; work with other city departments and community partners to develop and implement effective strategies to address long term solutions to homelessness; represent the department on homelessness and related social welfare issues; and serve on various city, regional and community committees and work groups. Job Description: ESSENTIAL DUTIES AND RESPONSIBILITIES: Leads and supervises the Probation and Community Court Work Groups: Provides direct supervision for Probation Officers, Navigators and Specialists and provides coverage for absences or backup as needed. Facilitates accomplishment of individual goals and objectives, tracks individual employee performance, conducts annual performance evaluations. Responsible for training and monitoring volunteers, temporary/seasonal staff, and college interns. Responsible for knowing and complying with all city and department policies; participating in professional development; providing leadership to ensure adherence to the city and department policies. Manages the Community Court program, including: Develops and implements detailed plans of operation and expansion of the Community Court program, including the target population to be served, the provisions of services, case management, follow up services, and technology needs. This includes maintaining an annual work plan in conjunction with the annual department and city work plan. In partnership with the court leadership team, generates publicity for the program and oversees the creation of educational materials including flyers, brochures, news releases, newsletters, and other advertising means to enhance public relations efforts. Performs community outreach and makes presentations to the public, elected officials, civic organizations, and other stakeholders regarding the goals and accomplishments of the program. Advises the Court Administrator and Deputy Court Administrator in developing annual budgets and monitoring expenditures. Researches and pursues additional funding opportunities from federal, state, local, and private entities to secure and sustain program services beyond applicable grant periods; gathers data and prepares documents to grant reporting requirements. Maintains contracts and negotiates contract awards, subject to supervisor review and approval; manages associated program documents and files. Collects and analyzes Probation and Community Court data and related trends: Coordinates data collection and analysis. Develops data- and evidence-based recommendations for community planning and projects related to Community Court and other initiatives related to homelessness. Analyzes social policy research and emerging trends related to homelessness and other social welfare issues that intersect with the criminal justice system. Conducts or oversees program evaluation, including process and impact evaluations. Participates in local and regional partnership planning and meetings: Participates in interdepartmental work groups, city teams, community organizations and other relevant stakeholder/committee groups as a representative of court on issues related to homelessness and the intersection of homelessness with the criminal justice system. Performs related duties as required by management to meet the needs of the department and city. MINIMUM QUALIFICATIONS Knowledge of: Project management and coordination. Principles and techniques of case management approaches, including service referral, collaborative case management among multiple entities, and leveraging of community resources. Standard business software tools such as Microsoft Outlook, Word, and Excel as well as internet browser programs, and non-standard tools such as database management, HMIS, and/or court records management systems. Methods and techniques of research, statistical analysis, and report development. State, federal and local ordinances, laws, rules and regulations pertaining to the criminal justice system. Grant writing and management, and related alternative funding methods, techniques, and objectives. Formal program evaluation principles in the context of criminal justice and/or human service delivery. human services and non-profit systems and services, especially those that serve people experiencing homelessness. Skill in: Demonstrated project management, planning and organizational skills, strong analytical abilities and process management skills. Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of supervision. Applying analytical, management, and people-oriented thinking to strategic planning, solving complex problems, and accomplishing tasks. Communicating clearly and effectively, both orally and in writing. Diplomacy, de-escalation, and high-level conflict resolution. Researching, compiling, and summarizing information, including statistical data. Preparing clear and concise reports, correspondence, and other written materials. Negotiation and facilitation and the ability to organize and direct community advisory groups. Excellent verbal and written communication, including public presentations and strong community relations. Ability to: Effectively represent the City of Boulder and the Municipal Court with justice partners, the public, court staff, homeless service providers and other stakeholder partners as a knowledgeable and competent resource. Work with people within all levels of the city organization and at external partner agencies, as well as with diverse individuals experiencing challenges such as homelessness, physical disabilities, intellectual disabilities, and mental health challenges. Provide consistent and productive leadership to others in both routine and stressful situations. Adapt to and plan for changes in assignment and in the work environment. Coordinate and perform multiple tasks simultaneously in a consistent and accurate manner. Analyze information quickly and accurately and develop an appropriate course of action. REQUIRED EDUCATION AND EXPERIENCE: Bachelor’s degree in Public Health, Human Services, Social Work, Criminal Justice, or related field, or a minimum of three years of progressively responsible experience working with government, or other complex organization, or an equivalent combination of education and experience. PREFERRED EDUCATION AND EXPERIENCE: Experience with data collection and analysis, including the ability to distill complex data into a format that is readily consumed by lay individuals without the need for subject matter expertise. Experience with applying for and managing grants, including, especially, state and federal grants and associated requirements. SUPERVISION Supervision Received: Deputy Court Administrator Supervision Exercised: Probation Officers, Navigators, Specialists WORKING CONDITIONS AND REQUIREMENTS: Have and maintain acceptable background information, including criminal conviction history. Includes work in the field, including at the site of service providers, sites where clients may be located, and the county jail.
