The salary indicated above includes longevity (1% earned after five years and increases to a maximum of 4% after 20 years), and the anticipated hiring range is: $35.04 to $41.26.


Provides technical support for comprehensive planning and land use permitting activities. Develops and implements planning studies, reports and recommendations pertaining to land use and environmental impact. Conducts land use permitting functions and processes amendments to city land use codes. May conduct annexation studies and assist annexation initiatives.

Coordinates processing of land use applications and preparation of planning studies and reports with other city departments, including public works, parks, fire, police, and federal, state and other local agencies as required.

Prepares planning reports including recommendations and supporting data for approval and submission to Design Review Board, Hearing Examiner, Planning Commission and City Council.

Design, prepare and deliver public presentations to the Planning Commission, City Council, Land Use Hearing Examiner, Design Review Board, and other committees regarding specific projects and staff findings and recommendations.

Conducts technical research studies and prepares statistical reports and recommendations for drafting or revising local legislation and plans, projecting trends, monitoring socioeconomic changes, or informing the public.

Provides information to property owners, investors, real estate developers and other interested parties pertaining to land use applications, ordinances, codes and related planning information.

Collects, interprets, and prepares reports and recommendations on court decisions affecting city planning.

Attends city, federal, state, and local area planning meetings relative to planning assignments to review and coordinate development and planning activities.

Prepares graphics and maps for written reports and presentations; maintains mapping files.

Prepares plans and implementing measures in response to federal and state land use and environmental laws such as the Growth Management Act, Shoreline Management Act, Environmental Protection Act, and Endangered Species Act.

Conducts land use and fiscal analyses and assists annexation of urban growth areas.

May be assigned to both current and long-range planning projects.

Establish and maintain cooperative, effective, and productive working relationships using tact, patience, and courtesy.

Effectively plan and organize work and complete tasks within prescribed timeframes.

KNOWLEDGE, SKILLS and ABILITIES (Entry Requirements)
 
Knowledge of:
  • Principles practices, regulations, and techniques in the field of municipal land use planning.
  • State planning statutes and general familiarity with legal foundations of planning.
  • Research methods and ability to compile and analyze original data. 
  • Basic knowledge of economics, finance, and sociology as applied to city planning, zoning, code enforcement, and community development. Basic knowledge of cartography, graphic design and the use of Geographic Information Systems.
 
Skills & Ability to:
  • Utilize verbal, written and graphic skills to communicate information and advice effectively to a wide variety of people and officials.
  • Interpret plans and administer ordinances and regulations firmly, tactfully and impartially while maintaining a positive relationship with the public and coworkers.
  • Write clear and concise reports and plans and communicate verbally with a clear, confident, professional style.
  • Organize and participate in public involvement processes and to communicate ideas to the public effectively.
  • Establish and maintain effective working relations with public officials, planning staff, the development community and citizens.
  • Utilize personal computers, word processing, spreadsheet, and database software. 

Bachelor of Arts degree in planning or a related field such as environmental studies, or any combination of experience and education which provides the applicant with desired skills, knowledge and ability required to perform the job. A planning degree from an institution accredited by the Planning Accreditation Board is preferred.

It is the responsibility of the applicant to carefully list all pertinent experience and training.

Appraisal of Experience and Education/Training:  At this initial review, application packets may be evaluated entirely on the basis of information you provided in the completed City application form. Applicants should include all relevant information on the City application. Applicant’s education, training, and experience will be assessed. The passing score is 70%. The top qualifying candidates will be invited to participate further in the examination process. Meeting or exceeding qualifications does not guarantee the applicant will be invited to participate in the oral examination process.

Oral Examination:  A panel will evaluate the applicant’s training, experience, and ability to perform the job.

Placement on the eligibility list is determined by weighted examination scores as follows:

Appraisal of application packet regarding Experience and Education/Training -
Passing Score 70% - Weight 40%

Oral Examination - Passing Score 70% - Weight 60%

Applicants must achieve a score of 70% or better on each portion of the exam in order to be placed on the hiring list.

Employee Preference: Regular City employees applying for and passing an Open Examination will have seven point five (7.5) percent of their PASSING score added to establish their final score.

Veteran's Preference: Veterans, who have passed an examination, shall be entitled to preference pursuant to Chapter 41.04 RCW.

NOTE TO APPLICANTS WITH DISABILITIES:  Applicants with disabilities who will need special accommodation for examination must advise Human Resources no later than one (1) week prior to the scheduled examination so that appropriate arrangements can be made.

Fair Labor Standards Act: The classification is non-exempt under the laws of Fair Labor Standards Act minimum wage and overtime provisions.

Representation: The classification is included in the bargaining unit pursuant to the Recognition Article of the current labor agreement between the City of Bremerton and the Teamsters Local 589.

 Civil Service: The classification is excluded from the City's Civil Service System.

Appointment and Removal Authority: The position is filled by appointment by the Department Head.  Removal is by action of the Department Head in conformance with Human Resources Policies.  

This classification specification does not constitute an employment agreement between the City and employee.  It is subject to change by the City, with the approval of Human Resources, as the needs of the City and requirements change.
