Job Description
JOB SUMMARY
The Landfill Manager is responsible for the daily operations, construction actions, and future planning of the City of Brownsville Type IV Landfill for compliance with the TCEQ permit for solid waste facilities. The manager should have the skill set necessary to assess personnel resource needs, equipment, material, supplies, and time use for efficiency. The manager is also expected to perform budgetary preparations, cost control analysis and applications, hiring and training of employees. The manager should also be able to effectively negotiate pricing, material and equipment rentals and purchases for heavy equipment. Adequate knowledge of street construction methodology and ditch right-of-way maintenance is preferred. This position reports to the Director of Engineering & Public Works.

KEY FUNCTIONS/KNOWLEDGE/SKILLS:
- Responsible for the daily and long-range supervision of plans coordinated through the Public Works Director. Ensures compliance with current budget and with state and federal mandates.
- Maintains monthly financial records and assists with annual budget and Capital Improvement and Equipment Replacement Plans.
- Assures Landfill operations are completed in accordance with the approved budgets, plans, and permits.
- Investigates complaints, notices and inquiries in cooperation with other City/State officials.
- Responsible for cash and other payments paid at the Landfill being deposited with the City Finance Office.
- Assures staff is properly trained to ensure daily operations comply with permits and City and state policies and procedures.
- Operates equipment/vehicles safely and for intended purpose, oversees preventative and routine maintenance on all equipment, and provides training on equipment use and daily operations to employees as needed.
- Oversees refuse being received; ensures proper handling by employees, supervises and monitors all required testing, and obtains required disposal authorizations for special wastes as necessary.

- Outlook Email, MS Office or similar software skills. Knowledge of modern office procedures, smart phones, computer programs and equipment with the ability to operate a computer and other related office equipment.
- Must be able to assist with and manage the departmental budget, capital improvement projects and equipment replacement plans.
- Performs related tasks as necessary.
Education and Experience
Familiarity with TCEQ regulations governing Municipal Solid Waste
Three (3) years minimum of experience in a supervisory capacity
Five (5) years minimum of direct solid waste experience.
Five (5) years minimum of heavy equipment operation and maintenance experience.
Special Certifications and License
Valid Texas Driver’s License.
MSW-A License.

Physical Demands
Occasional light physical effort. Performs light work that involves walking or standing most of the time and involves exerting up to 25 pounds of force.
Responsibility for Equipment and Property
Responsible for high-risk or valuable items, such as big, expensive equipment, including light and heavy machinery, plant equipment, multiple computers and computer networks, etc.
Working Conditions
Frequent exposure to outdoor elements; job often (several times per week) exposes person to physical danger; serious space problems; frequent situations that cause stress and tension in the execution of regular duties.
