Performs responsible administrative and supervisory work in directing the Support Services branch and related activities in the City’s Fire Department. An employee in this class is responsible for supervising all activities of the Support Services Division. Significant independence and judgment are required, as this employee performs specialized work focused on supporting logistical and support needs of the operations of the entire organization, providing professional development guidance and direction for staff, managing major assets, and managing and advancing important initiatives to improve the department. 
  • Supervising and active participation in the recruitment and hiring of personnel and effective management and advancement of associated programs (i.e. Apprenticeship Program).
  • Responsible for the success of the department safety program and initiatives. This position will actively work to advance and support the safety of personnel through engagement with staff and other team members leading the internal safety committee and participating in citywide initiatives towards employee wellness. 
  • Responsible for the management of the departments training assets, including the Fire/Police Training Center.  Develops, manages, and enhances relationships with other entities to improve access to training and training assets by the department.
  • Supervising and participating in the professional development of personnel.   This position manages the responsibility, with staff, of direct and indirect Fire and EMS training of BFD staff and maintenance of all required training documentation.
  • Assesses opportunities for professional development of staff and develops and implements plans to encourage and support the professional development of employees throughout the organization.
  • Serves as the primary logistics and procurement officer for the department.  Manages the inventories of supplies utilized by the organization and ensures that other branches of the department are supported through obtaining and providing these supplies.
  • Takes on leadership of the department’s advancement towards accreditation.  This position will serve as the department’s accreditation manager and, with the support of staff, will manage and direct the work needed to achieve accreditation.  Once achieved, this position manages the maintenance of accredited status.
  • Supervising the compilation of reports, use of data and other resources to support and justify departmental needs and initiatives.
  • Serves as a Senior Staff level position within the department.
  • Responds to and supports emergency operations, as needed.
  • Performing related work as assigned.
  • Thorough knowledge and application of the concepts of firefighting.
  • Thorough knowledge of recruitment and retention issues specific to the fire service, with ability to think creatively and direct efforts to overcome related challenges, increase interest in fire service career opportunities, and widen the department’s opportunities for recruitment of quality personnel.
  • Thorough knowledge of matters related to occupational safety and health. Ability to guide and direct, either directly or indirectly, efforts to maintain and improve the health, safety, and well-being of the department’s workforce.
  • Demonstrated ability to manage small and large projects, keeping to a timeline and within budget parameters.
  • Knowledge and skill with asset management, procurement practices, and facility maintenance.
  • Demonstrated ability to establish and grow effective working relationships with coworkers, subordinates, community partners, and the general public.
  • Skilled at managing direct and indirect training, education, and professional development opportunities for staff.  The person in this position must set an example for continuous professional development and hold certificates, degrees, and/or credentials that validate and support these principles.
  • Experience with/or ability to learn the concepts of accreditation and professional credentialing provided through the Center for Public Safety Excellence.  This position, with the support of staff and leadership, will direct and facilitate the department’s efforts towards becoming an accredited department.
  • Demonstrated ability to effectively supervise and mentor subordinates.
  • Demonstrated ability to compile intricate information and detail into reports and communicate and present professionally.
  • Demonstrated ability to represent the organization in a positive manner.
  • Completion of an associate degree supplemented by baccalaureate courses in fire science, public administration, business administration, or a closely related field is required. Considerable experience in fire suppression and management is required.
  • Valid NC Class B Driver’s License (or ability to obtain upon hiring)
  • NC Certified Firefighter (IFSAC/Pro Board)
  • NC or National Registry Emergency Medical Technician
  • NIMS 300/400
Preferred Certifications
  • Executive Fire Officer (EFO)
  • Any CPSE professional credential (CFO/FO/FM/CEMSO/CTO/PIO) with commitment to obtain CFO designation.

Physical Requirements
  • Work is generally sedentary, using a negligible amount of force constantly to move objects and may occasionally require some physical exertion to complete tasks.
  • An employee must be able to physically perform the basic life operational functions of reaching, walking, fingering, feeling and repetitive motions.
  • Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and analyzing figures, accounting, transcription, computer terminal viewing and extensive reading.
  • An employee must be able to talk and hear normally, and have sufficient mobility to file, make copies, and pick up mail from other locations.
Working Conditions
  • Inside environmental conditions.
  • The employee may be occasionally required to work irregular hours due to special projects (e.g., weekends, evenings, holidays, etc.).
  • Employee may support and/or participate, as needed, in emergency operations of the department, including fire conditions. In those conditions, the employee should be capable of strenuous activity required of other classes within the fire department.
