GENERAL DESCRIPTION:
Responsible technical and administrative supervisory position involving the administration and coordination of work in the City’s Water and Wastewater departments, overseeing and implementing the operations associated with water treatment & distribution, wastewater treatment and collection and lift station management. Must be willing to perform difficult technical work and intermediate administrative work in the repair, maintenance and construction of water/wastewater lines and appurtenances. Work is performed under the administrative direction of the City Manager.
ESSENTIAL JOB FUNCTIONS:
1. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
2. Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; assists with complex/problem situations, and provides technical expertise.
3. Plans and manages the daily operations of water or wastewater treatment plant; establishes operational policies and procedures; writes and amends safety rules and regulations; oversees the administration of the department’s safety program; modifies operations to comply with new rules and regulations; and keeps employees informed of operational and policy changes.
4. Ensures all plant activities and operations comply with all local, state and federal rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations; prepares and submits related reports as required.
5. Monitors plant systems; conducts regular inspections of plant and equipment ensuring continuous and effective operation; ensures preventive maintenance and scheduled and emergency repairs are performed; ensures a safe and clean work environment.
6. Reviews all forms, readings, logs, test results and other operational forms and records prepared by staff; and reviews operational reports and records to ensure operations comply with quality standards and tolerances.
7. Collects water samples and performs laboratory analyses; identifies concentrations of chemical, physical or biological characteristics of water and records findings; evaluates data; makes adjustments to water treatment; and writes reports as required.

8. Prepares operational and statistical reports of water treatment plant activities and water analyses; submits records and reports to state and federal regulatory authorities as required; and establishes and maintains related files.
9. Develops and administers budget for plant operations; prepares and submits the annual budget for approval; monitors expenditures against approved budget; prepares, reviews and/or approves/disapproves purchase order requests.
10. Participates in the process of developing specifications for equipment and material procurement, equipment maintenance and repair, etc.; prepares and writes contract provisions and specifications.
11. Participates in short and long-range study and research activity to ensure adequate water supply is maintained; ensures water quality meets federal, state and local requirements and guidelines.
12. Develops and implements capital improvement projects at the treatment plant, providing oversight and management of project scope, schedule, and budget.

MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledge of wastewater, water, reclaim and storm operations, policies, procedures and methods
2. Knowledge of reuse distribution and alternate water supply planning and construction.
3. Ability to establish and maintain harmonious and effective working relationships with internal and external customers
4. Ability to make estimates of time and materials
5. Ability to read blueprints, diagrams and sketches
6. Ability to make and maintain records and reports
7. Ability to supervise the work of subordinates
8. Ability to communicate both orally and in writing
9. Ability to develop short and long range plans for department operations
10. Knowledge of OSHA and City requirements in safety operations
11. Ability to use a computer
EDUCATION AND EXPERIENCE:
1. High School Diploma or GED; degree from an accredited university preferred;
2. Three (3) years progressively responsible experience in water or wastewater operation.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:
Minimum Qualifications -
1. Class “C” Water Operator Certification issued by the State of Florida;
2. Valid Florida Class B Commercial Driver's License required;
3. Class “C” Waste Water Operators Certification issued by the State of Florida,
4. Back-flow Certification desirable or the ability to obtain if required.
