Nature of Work

This is a, regular, full-time position in the Support Services Bureau Department providing a wide-range of services to crime victims. The position is supervised and evaluated by the Deputy Chief of Administration or designee. The majority of the work assignments are made by the Deputy Chief of Administration, however, this position involves working with other departmental staff as well.


Essential Duties

1. Provide assistance to victims of crime through the provision of social services which include support, crisis intervention, counseling, court advocacy, and referral to other social agencies. Assist victims of crime to understand and effectively participate in the criminal justice system. Supportive services provided to primary or secondary victims of crime include crisis intervention, counseling, court advocacy and referrals to other agencies.

2. Provide services to crime victims at their homes or places of residence during periods of crisis intervention. Respond to hospitals, crime scenes or other locations as requested to provide support to primary and secondary victims with crisis needs.

3. As necessary, relocate crime victims to appropriate locations for services and assistance. Assess victim’s safety and other needs, while informing them of available resources and providing assistance in obtaining services.

4. Provide transportation for crime victims and witnesses so that they may participate in relevant legal proceedings. Assist victims with filing victim compensation forms, order of protections paperwork and other court documents as necessary.

5. Use tact and good judgment in assisting victims, working with witnesses, various agencies staff, school personnel and the public in general. Engages and participates in community outreach and awareness activities.

6. Establish close, effective working relationships with social service agencies, and appropriate components of the criminal justice system. Develop working relationships with community outreach agencies to help develop a supportive network for victims of crime.

7. Participate in various departmental/community training programs by presenting victim advocacy related information. Provide information to departmental and community partners on new developments regarding victim’s rights.

8. Interact with police officers in the development of training related concerns.

9. Use effective writing and organizational skills in the preparation of various grant related support documents. Effective writing and organizations skills in the preparation of documentation to support victims of crime.

10. Prepare caseload/disposition reports as needed. Prepare statistical data as required for the department.
11. Use computer in preparing various grant related documents, correspondence, reports and other written/visual materials.

12. Assist in program budget development.

Other Duties: Perform other duties as assigned for the overall operation of the Carbondale Police Department.


Work Environment and Physical Demands

Work Environment: Work is performed in an office setting.

Physical Demands: Work is essentially sedentary with occasional walking, bending, lifting of objects up to 50 pounds and other physical activities. Work requires the ability to sit for extended periods of time, to operate personal computers.


Minimum Acceptable Qualifications

Minimum Acceptable Qualifications
  • MINIMUM QUALIFICATIONS: Bachelor of Social Work or related degree and 5 years of related experience. Must have or be able to obtain a valid Illinois driver's license. Must be able to pass police background check and drug screening test.

    KNOWLEDGE, ABILITIES AND SKILLS: Thorough knowledge of Department rules and regulations, policies and procedures, laws and resources available concerning domestic violence and services to crime victims; ability to communicate in both oral and written form; ability to keep records and prepare necessary reports; ability to use a computer and software; ability to make responsible decisions in accordance with established policies and procedures; ability to establish and maintain effective working relationships with others; knowledge of court practices and proceedings; thorough knowledge of the principles, methods, practices and techniques of police work.
