Assigned to:  Municipal Court
  
Incumbents are responsible for providing customer service and routine clerical support to the City’s Municipal Court.

REPORTING STRUCTURE:
Receives direct supervisor from the Clerk of Municipal Court or higher-level management staff.

1.    Serves as the primary for the customer service function to Municipal Court; receives and processes payments in person, by mail, and over the phone; balances individual cash drawer daily, in accordance with City accounts receivable rules and procedures.
    
2.    Receives, files, calendars, and dockets a variety of legal documents; reviews documents and case files for completeness, timeliness, and compliance prior to court proceedings.
    
 3.    Responds to requests for information; answers routine questions for Municipal Court; takes and transmits messages.
    
4.    Enters information into applicable databases and/or other computerized systems to collect and maintain records in assigned area of responsibility.
    
5.    Explains court processing procedures and regulations to litigants, attorneys, and the staff of other agencies and members of the general public; provides assistance to attorneys and members of the public regarding court calendars and appearance dates.
    
6.    Creates correspondence, forms, and reports such as court dockets, bond forms, abstracts, notices of settings, and warrants.
    
7.    Produces standard reports according to established timelines, or as directed.
    
8.    Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
    
9.    Performs other duties of a similar nature or level.

Knowledge (position requirements at entry):
Knowledge of:

•    Modern computer software programs such as Microsoft Office.
•    Modern office procedures, methods and use of technological equipment including database management.
•    Basic customer service principles.
•    Basic record keeping and file management principles.
•    Proper English, including spelling, punctuation, and grammar.

Ability to:

•    Learn and explain court-processing procedures and respond to requests and inquiries from the general public.
•    Learn and correctly interpret and apply court policies and procedures.
•    Learn legal terminology frequently used in court proceedings.
•    Learn judicial system and its interface with outside agencies.
•    Learn to process court documents.
•    Order and maintain office supplies.
•    Routinely demonstrate the City of Casper core values.
•    Maintain attention to detail in a work situation with frequent interruptions.
•    Organize records in an easily retrievable fashion.
•    Learn and follow City of Casper cash handling procedures.
•    Operate a variety of modern office equipment and tools.
•    Work on a variety of tasks simultaneously.
•    Establish and maintain effective working relationships with those contacted in the course of work.
•    Regularly meet deadlines.
•    Maintain a neat and professional appearance.
•    Maintain confidentiality.
•    Communicate effectively verbally and in writing.
•    Follow written and verbal instructions.
•    Follow all City safety rules and procedures and immediately report all accidents/incidents or unsafe conditions to a supervisor.

•    Oral and written communication, sufficient to exchange or convey effective information and to receive work direction.
•    Operating modern office equipment, software, and operating systems/applications.

•    Providing customer service.Education and Experience:
•    High school diploma or equivalent (G.E.D.) required.
•    A minimum of six (6) months of clerical or administrative support experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
•    Experience in a judicial agency preferred.

Licensing and Certifications:
•    Possession of a valid Wyoming Driver’s License preferred.
•    May require being, or obtaining, a Notary Public designation.

This position is eligible to naturally progress to a Court Clerk II once an incumbent meets all the requirements for a Court Clerk II level and is pre-authorized by the Department Head, who must determine the operational need and budgetary requirements prior to an incumbent obtaining these requirements and/or working in this capacity.

Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.
 
Physical and Environment Conditions:
City of Casper employees that perform safety sensitive tasks are subject to pre-employment and/or random drug testing. These tasks include, but may not be limited to:
•    Emergency response/rescue
•    Handling or working with hazardous materials, including chemicals as well as solid and liquid waste
•    Operating or maintaining water and wastewater systems
•    Maintaining City computer and data systems including networks, servers, communication systems, etc.
•    Driving for the City of Casper, whether essential or non-essential
•    Operating power-driven machinery or equipment
•    Handling confidential information, including personnel, health, financial, or attorney-client information
•    Working with or around children

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions.
   
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Incumbents typically work indoors in an office environment and are subject to the common noises associated with office work including telephones, copiers, and printers. The position requires frequent sitting, typing, and customer contact, both by telephone and in person.
