Candidates should be experienced in developing and implementing strategic plans and goals; establishing appropriate staffing levels; allocating resources; monitoring the efficacy of service policy methods; monitoring workloads, administrative and support systems and internal and external relationships; identifying opportunities for improvement and directing change efforts.

The new Assistant City Manager will join a team of committed professionals who work well together. They will work effectively with other departments and the community to promote the excellent, safe and efficient infrastructure within Cedar Hill and have an exceptional aptitude to anticipate problems, identify alternative courses of action, prepare proactive recommendations, and present, defend, and support those recommendations before the City Manager, City Council, advisory groups and citizens.

First round review of application will occur on June 4, 2024 with a desired start date for the selected candidate to begin in mid-July. The starting salary for this position is $195,000 - $210,000 annually, DOQ.

How You Add Value

  • Provides premier customer service to citizens, internal and external customers by responding to requests in a positive, timely, effective and professional manner.
  • Manages assigned city departments by supervising, supporting and assisting department directors and key staff; assists in the development and implementation of work plans and evaluating operational efficiency; identifies opportunities for improvement and directs change implementation.
  • Supports and assists the City Manager by responding to City Council concerns and inquiries, supporting City Manager’s goals, initiatives and directions, providing advice and support to the City Manager and acting on behalf of the City Manager when necessary.
  • Assists in the development of the city budget, reviews City budget trends and data throughout the fiscal year and implements action to correct deficiencies; assists in prioritizing programs, ensuring the budget reflects the goals and objectives of the City Manager and City Council.
  • Monitors and provides direction and management to capital projects in the areas of procedures, policies, budgeting/funding, planning, project development and department coordination.
  • Provides an in-depth knowledge and understanding of city government and how to align appropriate resources in an effort to make change for the betterment of the City and community as a whole; interprets and administers City Ordinances and implements Council policies.
  • Exhibits an understanding of the City Council’s strategic plan, goals and objectives; tracks performance improvement and measures the effectiveness of city operations and programs.
  • Manages special projects as assigned by the City Manager including major development and redevelopment projects, downtown revitalization efforts, special development projects, process improvement and other projects as assigned.
  • Reviews applicable laws, ordinances and regulations for compliance and makes recommendations to appropriate departments where non-compliance issues might arise; develops and implements new ordinances and regulations to enhance, update, modify or clarify existing ordinances. Converts complex information into concise, comprehensible communications presented in a professional written or oral format.
  • Receives staff input on matters being considered by Council; assists with the preparing and accepting of items for inclusion in the agenda for Council meetings; develops and presents policy proposals for consideration.
  • Attends City Council meetings and takes necessary action regarding council agenda items; serves as a liaison between City and various groups; attends professional meetings and conferences and stays current on new trends and innovations in the field of public administration.
  • Regular attendance required.

What You Bring to the Role

  • Work requires broad knowledge in a general professional or technical field. Knowledge is acquired through four years of college resulting in a bachelor’s degree. Master’s degree in public administration preferred.
  • Ten (10) years increasingly responsible experience in municipal management with at least five (5) years of administrative and supervisory responsibility.
  • Valid TX Driver's License, or ability to obtain.
