GENERAL STATEMENT OF JOBUnder limited supervision, of the Director of Finance, this position is responsible for the management of all City revenue sources, including sales/use tax administration and audit. This position establishes short and long-range priorities, goals and objectives, coordinates and ensures completion of complex projects related to revenue functions, prepares revenue budgets, performs trend analyses, recommends City policy related to revenue programs, oversees the selection, supervision, evaluation and discipline of revenue staff and performs additional duties as required. The position also performs, documents and advises on technical sales/use tax research. This position is responsible to maintain current knowledge of sales and use tax issues and coordinates, supervises and monitors assigned projects. Other key responsibilities include assisting the City’s department directors, staff, vendors, and the general public as requested. An essential element of this position is to provide leadership to staff, by evaluating the staff performance, assisting them with establishing meaningful goals and providing available resources to them to enable them to achieve the goals and be successful. In addition to the development of the staff within their positions is the ability to identify the areas where their performance is lacking and assist them in correcting these areas when possible and making recommendations to the Finance Director for corrections up to and including termination of their employment. This position will initially manage up to three (3) staff and oversee contracts for sales and use tax audits. This position plays a crucial role in the financial management of the City by assisting in the development, monitoring, and analysis of the City budget. This position involves working closely with various departments, elected officials, and other stakeholders to ensure that the budget aligns with the City's goals, priorities, and financial constraints. The position conducts research, prepares reports, and provides recommendations to support informed decision-making related to budgetary matters.

EXAMPLE OF DUTIES
ESSENTIAL DUTIESThe following statements are illustrative of the essential duties of the job and do not include other nonessential or peripheral duties that may be required. Revenue Program DutiesManages the City’s revenue program including the development and implementation of program strategies and policies for a variety of issues and programs that may impact internal and external service provision. Directs and coordinates the day-to-day activities for the city revenue functions. Play a lead role in the development and documentation of all revenue program accounting policies and procedures, including the review of sales tax collection and administration policies and procedures in coordination with staff and contractors.Establishes goals and objectives for the revenue program that are consistent with the goals of the department/organization through strategic planning and establishes quantifiable benchmarks for completion of tasks.Oversee the revenue collections for the City including, but not limited to, the sales and use tax administration program including sales/use tax delinquencies and sales/use tax audits. Monitor and manage the collection of property tax, franchise fees, and other revenue sources.Review and verify fund activities to ensure compliance with state and local laws, codes and regulations.Compile and analyze data and information; perform revenue related research, budget analysis, and financial planning. Review and monitor revenue account balances and reports, including analysis and the preparation of narrative reports (internal and external) explaining City financial information. This includes participation in, and oversight of, the preparation of financial and administrative reports and the analysis of financial reports and records to determine trends or irregularities and the overall reasonableness of revenue data. Research, document and communicate any findings. Document and communicate results of analysis and recommendations.Assists the Finance Director with analysis of new revenue sources including, but not limited to, Business and Occupations Tax, Accommodations Tax, General Use Tax, and the impact on Economic Development activities and Development Agreements.Oversee and administer the revenue collection program for the Centennial Urban Redevelopment Authority and the Incentive Agreements.Sales and Use Tax Program DutiesManages the City’s sales/use tax revenue program, which includes interpreting and applying the Sales and Use Tax Ordinance for the City. Manages the business licensing, sales/use tax compliance and audit functions. Formulates policies and procedures for the implementation of the applicable City ordinances, and once approved, implements them. Works with the Finance Director to ensure the integrity of the City’s Sales and Use Tax Ordinance, and to resolve disputes that arise from tax related issues.Act as technical sales/use tax resource for staff including researching and reporting on the City’s revenue sources. Maintains current knowledge of the City and state laws relating to sales/use tax. Assists the City’s legal counsel with tax-related issues.Testifies in formal hearings or in a court of law regarding procedures and exceptions in the performance of a taxpayer/tenant audit.Approves payment agreements for taxpayers, or initiates collection and enforcement procedures, as required.Maintains absolute confidentiality of qualified information provided to the City or gained from audits.Makes presentations and provides guidance and information to businesses and the public to educate and help them understand the City's tax requirements. Oversees the work of contractors providing sales/use tax collection, administration and auditing services. Lead the issuance of Requests for Proposals, negotiation and award of contracts and preparing comparative data for cost of providing the same services in-house.Maintains current knowledge about business activity in the City to assist with the establishment and implementation of compliance policies and procedures.Attend and participate in seminars, stay abreast of new trends and developments in sales tax and other City revenue sources. Assist with the formulation of work measures to maximize efficiency and provide cost savings.Management DutiesEvaluates and appropriately documents the performance of program staff in close coordination with the Director, including internal and contract staff.Plan, prioritize, assign, supervise and review the work of assigned staff; participate in the recruitment and selection of staff; coach and train staff as needed to successfully develop skills, identify areas that need correction and follow through with performance issues timely and effectively; provide or coordinate staff training; work with employees to correct deficiencies and actively participate in the success, accomplishments, and development of team members. Budget DutiesAssist in the development of schedules, formats, and procedures for budget preparation and control.Review and analyze departmental budget estimates and participates in the development of preliminary and final City budgets.Support assigned departments with routine budget development and planning functions, work directly with Directors and Managers to gain understanding of business needs.Attend and participate in Centennial Budget Committee meetings.Lead the development of the City Budget book on an annual basis.General DutiesEnsures that Generally Accepted Accounting Principles are used. Establishes good business practices including the segregation of duties for internal control purposes and uses good judgment in making decisions relating to customer service and employee issues.Prepare, review and verify a variety of reports, documents, and forms including monthly, quarterly and annual financial and/or statistical reports.Works effectively with other city employees and taxpayers.Works with Department Directors and various staff in providing excellent internal and external customer service as well as completion of tasks and projects needed.Evaluates and improves the delivery of service to the business community through outreach efforts.Demonstrates strong leadership and management skills in all interactions.Serves as ambassador of good will and the public interest by establishing and maintaining a healthy interactive customer service oriented relations with the business community, organizational staff, and the public.Keeps Director informed about the status of active issues that may arise regarding conflict and other pertinent material.Provide support to assist the Finance Director and other staff in the completion of their duties and responsibilities.Perform other duties as assigned.
