Assistant Public Works Superintendent / Engineering Tech
The City of Charleston, Illinois is seeking a dynamic, motivated, and experienced Assistant Public Works Superintendent/Engineering Technician to join the Public Works Department.
The purpose of this position is to perform functions as assigned related to Public Works Operations and assist with various engineering and management duties in the Public Works Department. Position reports directly to the Assistant Public Works Director or Public Works Director.
Duties Include:
· Assist in hiring, training and supervision of full time Public Works laborers and assume Public Works Superintendent’s position in their absence
· Field review and discuss PW projects, plans, and designs with the Public Works Superintendent and Public Works staff as necessary
· GIS data collection and ROW investigations
· Administer the MFT program for the City. Work with Public Works Director and Public Works Superintendent to prioritize projects, prepare budgets, prepare all MFT plans and specifications, prepare all MFT documentation, respond to MFT audit questions, and be the point of contact with IDOT regarding all MFT issues.
· Keep track of drainage projects and prioritize
· Assist PW Superintendent in preparation of IEPA permit documents including drafting of plans as necessary
· Review and respond to public inquiries regarding PW issues other than water sewer issues. Inquiries such as, but not limited to, sidewalk, street lights, drainage, City property lines, alley and street vacations.
· Administer the preparation and construction inspection of all ROW permits
· Maintain official maps, drawings, plans, and specifications in organized manner and develop electronic filing and tracking of all PW projects
· Provide design and construction engineering for small PW projects and inspect work to determine conformance to specifications.
· Inspect and manage IDOT and MFT construction projects including coordination of material inspection by consultants.
· Perform duties of Resident Technician on all large contractor constructed projects implemented by the City
· Assist in performing bridge inspections according to the IDOT schedule if requested
· Supervise the maintenance and operation of the City’s traffic signals
Minimum Qualifications:
An Engineering Technician Associates degree with 5 years of engineering, construction or related operations experience is required. IDOT certifications PCC, HMA and Documentation of Quantities preferred, but not required. Position requires possession of a valid Illinois driver’s license. A working knowledge of Microsoft Office Products is required as well as a basic understanding of computer based drafting and geographical information systems. Within 6 months of hire must reside within 20 miles of Charleston City Hall (520 Jackson Ave, Charleston IL). The successful candidate must complete a pre-employment drug test and background screening.
Compensation and Benefits:
The anticipated starting annual salary range is between $60,000 - $80,000 or – based on education and previous experience. This is a full-time, exempt position with the City.
