Summary

This position manages and coordinates tasks or components within large construction, maintenance, or rehabilitation projects for City infrastructure and facilities supporting overall project management.  Work involves: preparing and reviewing construction plans; coordinating with outside agencies for permits; notifying the public and answering questions regarding construction details and impact to customers; planning water and sewer routes; distributing construction assignments to contractors based on specialties; and updates records after reviews of inspectors and sends results to geographic information system (GIS).  This position handles more routine projects of short duration, may perform engineering tasks, and oversees third party contracts.

Major Duties and Responsibilities

• Coordinates and manages specific tasks related to assigned component(s) at various stages of a project (programming, design, bids and contract awards, or construction); works closely with others on projects and related programs to ensure tasks fit into overall project; ensures timely and quality completion; and monitors progress. • Oversees contracted third-party service providers to ensure timely and quality delivery of services; inspects completed work to ensure compliance with contracts; works to resolve problems; and monitors and ensures compliance. • Conducts field inspections and tests. • Prepares, receives, and reviews construction and engineering plans, designs, and specifications pertaining to projects; requests consultants to provide modeling, testing, planning, and engineering studies in support of project analysis and design; and reviews and verifies engineering calculations.  • Provides administrative and technical support to project management teams and those in the field; complies and analyzes data needed to monitor project budgets and expenses; process purchases, and work orders related to assignments. • Applies for and maintains required permits; and coordinates with federal, state, and local agencies for permits. • Performs engineering analysis, troubleshooting, and preliminary design of gravity sewer collection systems and water distribution systems. • Assists with development of project descriptions and cost estimates. • Assists project managers with public outreach; attends public meetings; solicits input and feedback; develops press releases and public materials. • Communicates with internal and external customers; participates in related internal meetings; provides information to project management; reviews and resolves problems; and recommends improvements. • Assists with data compilation and regulatory reporting functions; facilitates adherence to reporting requirements. • Reviews as-built information after inspection; forwards information to GIS. • Attends meetings; meets general training requirements. • Performs other related job duties as assigned.

Knowledge, Skills & Abilities

• Knowledge of project management principles including initiation, planning, implementation, and closeout. • Knowledge in related engineering and construction management including project design and planning. • Skill in communications, both orally and in writing. • Skill in applying conflict resolution techniques. • Skill with AutoCAD Civil 3D for the purposes of utility design, including the creation of plan and profiles. • Skill with Microsoft Office products, such as Outlook, Excel, Word, etc. • Skill in GIS software, such as ArcGIS. • Ability to successfully perform project management tasks including the proactive management of the critical path in project initiation, planning, implementation, and closeout. • Ability to develop technical reports. • Ability to apply and direct change control principles to project planning and implementation. • Ability to utilize computer based hydraulic models for water and sewer system analysis. • Ability to work cooperatively with other City employees and the public. • Ability to use project scheduling software, etc. PHYSICAL DEMANDS: The work is sedentary work and requires exerting up to 10 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: balancing, climbing, crouching, feeling, manual dexterity, grasping. perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking via expressing the spoken word and shouting above noises, visual acuity in data/color/observations/equipment/ inspections, and walking. WORK ENVIRONMENT: Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.  Requires occasional on-call emergency work.

Minimum Qualifications

• Bachelor’s degree in engineering from an accredited school. • One (1) year of related work experience in design or technical planning experience demonstrating responsibility for the coordination of tasks in civil engineering or municipal capital improvement projects. Licenses, Certifications or Registrations:  • Requires valid driver’s license. • Prefers certification (or ability to obtain certification within one year of hire) as an Engineering Intern (or equivalent credentials in field of specialty).

Salary

$80,422.00 - $89,357.00 Commensurate with Experience
