Job Description
The purpose of this position is to provide a working supervisor, who works alongside personnel and supervises work crews in all phases of mosquito control operations. Work is under general supervision of the District Supervisor. Oversees the district’s field operations in the District Supervisor’s absence.

ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
1. Supervises the routine maintenance of ditches, herbiciding, larviciding, and adulticiding of potential and current mosquito breeding sites and performs additional tasks as directed.
2. Mixes pesticides and dispenses to field personnel in accordance with the Virginia Department of Agriculture’s mixing and application standards, keeping accurate records of the initial pesticide distribution.
3. Assigns and supervises, under the direction of the District Supervisor, the work assignments of unskilled and semi-skilled personnel in mosquito control operations. Adjusts work schedules and assignments as necessary.
4. Supervises and monitors performance and conduct of assigned personnel, maintains personnel performance records, provides the District Supervisor with input on personnel and work related issues, ensuring that policies and procedures are followed.
5. Employs good customer service skills to interact with the general public, completes citizen service requests, and applies mosquito control measures or organizes larger scale control efforts.
6. Inspects work in progress to ensure conformance with instructions, safety requirements, policies, and procedures.
7. Operates commission equipment, such as weed eaters, chain saws, and pesticide application equipment; operates specialized vehicles, including:
  • Larviciding and adulticiding (ULV) trucks
  • Utility terrain vehicles (UTV’s)
  • Dump Trucks
  • Trailers
  • Jeeps
8. Reads and navigates by paper and electronic maps; plans pesticide applications using Pictometry and electronic mapping methods; keeps accurate records of large-scale larviciding projects.
9. Utilizes Commission GPS tracking program to assure safety and accountability of crews.
10. Oversees the proper care and cleaning of tools and equipment by field personnel and assists when necessary.
11. Reviews all incoming pesticide application documentation received from field personnel, ensures accuracy and compliance with established GIS reporting procedures, investigates and resolves any discrepancies.
12. Prepares and submits daily work reports to District Supervisor, performs required data entry and handles the District Supervisor’s paperwork and data entry in their absence.
13. Participates in personnel orientation, field training, and on-going educational activities to ensure that personnel know proper techniques, procedures, safety practices, and work rules.
14. Communicates the need for necessary equipment, tools, and materials required for assigned tasks.

SPECIAL REQUIREMENTS:
Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferred Qualifications
Requires High School Diploma or GED and formal training.

Must be 21 years of age; possess a valid driver’s license and a Division of Motor Vehicle report acceptable to the Commission’s insurance carrier and in compliance with the Commission’s driving standards.
Requires a strong working knowledge of Geographical Information Systems (GIS) and Global Positioning Systems (GPS).
Requires computer proficiency and intermediate experience working with Microsoft Word, Excel and Access; experience using Outlook, electronic mail and calendar.
Must posses and maintain the State of Virginia “Certified Applicator” certification in “Category 8”- Public

Requires a minimum of Four (4) years of experience in skilled mosquito control work.
