The position will plan, organize, communicate, oversee, and implement park, historical and recreational renovations, small and large scaled projects, repairs, and improvements; reports progress of major activities, oversees inspections, ensures compliance with specified plans and designs; ensures compliance with local, state and national codes, ordinances, specifications, best-practices and guidelines; reports and documents findings and project progress to executive-level administrators through proper techniques, research, reports, archiving, presentations, and workshops. Specific duties include but are not limited to:
- Develops, recommends, and implements comprehensive plans and phases for the renovation, improvements, repair, and enhancement of park recreational, and historical city properties and assets; interpretation, written documentation, and preservation of historical facilities, artifacts, and collections for the City with specific educational theory, research, and practices. Oversees site projects, provide project management and supervision of sites, park facilities, trails and waterways, collections, and programs.
- Prepares and administers the annual operating and capital budgets for the priority projects; monitors expenditures to ensure compliance with approved budgets; and reviews and approves invoices. Considers the relative costs and benefits of potential actions to choose the appropriate and recommended course of action. Provides basic design, develops specifications and documentation for project components.
- Provides leadership and direction in the development of short and long-term strategies to renovate, preserve, restore, inventory, enhance, improve, document park amenities and facilities, exhibits, artifacts, historical landmarks and sites, and collections of the City. Interprets and implements project technical drawings and blueprints to include architectural, mechanical and structural.
- Supervises and directs contractors to include procuring, training, discipline, assigning daily work, monitoring time records, initiating payments for services, problem solving, and evaluating performance.
- Researches and negotiates techniques for project planning, accomplishment, and problem resolution. Prepares a variety of analytical studies, reports, manuals, packages and related information and presents recommendations for decision-making purposes. Reviews and designs contract specifications to ensure compliance for projects in assigned area documents and with grant funding requirements.
- Investigates and responds to inquiries and concerns from contractors, staff, the general public, and other organizational agencies. Inspects project sites, estimating project costs, basic project design, and managing the progress of projects.
- Establishes and maintains effective relationships with community groups, contractors, boards and commissions, historical and industry members. Establishes and maintains resource contacts with local community planners, contractors, and architects, and or other local, state and federal contacts.
- Maintains a comprehensive knowledge of applicable laws/regulations, grant opportunities and state and national registries and maintains an awareness of new trends, initiatives, best-practices, environmental standards, and advances in park and recreational projects to include tourism and historical services activities. Provides interpretations, identification of artifacts and background education of history related venues, cultures, and collections within the City.
- Manages all inventories; researches and manages project related grant applications and site inspections conducted by local, state and federal agencies. Prepares and reviews project specification, designs, concepts, and bids. Evaluates, provides estimates, and prioritizes potential projects of city and park and recreational assets.
- Oversees and monitors a variety of on-going projects and activities including renovations, expansions, restorations, repairs, enhancements, additions, new construction, stormwater, and archaeology digs and findings. Ensures accurate recording and storage of findings.
- Attends meetings and conferences, as well as regional, state, and national history conventions to promote services, make presentations, establish networking of similar landmarks and projects, and establish contacts.
- Works closely with other city, state and federal departments and agencies to ensure project compliance and completion.

Requires a bachelor’s degree or any equivalent combination of education and experience in history, business, marketing, public relations, library science, research or a closely related field.
Experience:
In addition to satisfying the vocational/education standards, this class requires a minimum of five (5) years of full-time equivalent experience in historical services, marketing, local government and/or public relations within a historical or research industry operation.
Special Certifications and licenses:
Requires a valid driver’s license and a driving record that is in compliance with the City Driving Standards.

Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
