SUMMARY:
The City of Chicopee’s Department of Human Resources is seeking an Assistant Human Resources Director. This is an assistant department head under the direction and guidance of the City's Chief Human Resources Officer. This position is responsible for planning, managing, coordinating, and overseeing assigned HR operations, activities, programs, and personnel for the City of Chicopee ("City"). The person in this role is regarded as a "competent" person, "confidential" in nature, and second in command in the Human Resources Department. The Deputy Chief Human Resources Officer will need to be able to provide training, leadership, troubleshooting and guidance as needed; the incumbent will be responsible for the duties and functions of the Chief Human Resources Officer ("CHRO"), in the CHRO's absence.
The incumbent will have access to and knowledge of sensitive employee and organizational information. As this position is second in command under the CHRO, responsibilities entail a variety of administrative, professional, and managerial duties requiring a high degree of confidentiality and a substantial degree of decision making, and assistance in creation of Human Resources Department policies and procedures and will oversee recruitment and talent acquisition for the City. The Assistant HR Director performs all other related work as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Develops and manages human resources programs for varied departments.- Assists the CHRO in the oversight of analysis, maintenance, and communication of records required by law, local governing bodies, or other departments in the organization.
- Maintains and implements policies and procedures, ensuring consistent interpretation and application. Recommendations to the CHRO changes to the policies as needed. Provides policy information to employees and advises on interpretation.
- Directs and oversees talent acquisition, recruitment and hiring activities, including posting of vacancies, advertisement, screening of applications, internal and external staffing strategies, succession planning, assisting in selecting and interviewing candidates, and managing new employee onboarding and orientation sessions.
- Maintains integrity of employment processes according to City polices, practices and Department of Labor standards; manages subordinate efforts to maintain effective recruitment and hiring performance.
- Prepares personnel forecast to project employment needs.
- Manages HR relations with City departments, collaborating with department leadership to establish and maintain fair and compliant work practices.
- Assists in collective bargaining preparations and negotiations, attends grievance hearings as necessary. Maintains knowledge of all applicable collective bargaining agreements.

QUALIFICATIONS

Education/Experience:
- Bachelor's degree in business management, human resources management or a related discipline
- A minimum of five years' experience in the Human Resources field
- A minimum of two year of Human Resources Management experience
- A combination of education and experience will be considered.
- Municipal experience preferred.
- HRCI or SHRM certification required with three (3) years.
- Bi-lingual (Spanish speaking) preferred.
KNOWLEDGE AND COMPETENCIES:
- Knowledge of public sector personnel practices and applicable federal and state laws.
- Knowledge of benefits administration, recruitment, training.
- Familiarity with HRIS, ATS, and ERP systems.
- Understanding FMLA, SNLA, CBA-LOA, and FFCRA.
- Other knowledge and competencies as assigned per the full job description.
COMPENSATION, SCHEDULE, & BENEFITS

This is a full time, 40-hour/week position, with the hours of 8:00 AM – 5:00 PM,
Monday – Friday.
This is a confidential position, classified in the City’s Chapter 7 Ordinance, Grade 08, starting at Step 5, $29.93 per hour (starting annual of $62.254.00) with an additional stipend included and periodic step and pay increases upon continuous completion of employment with the City of Chicopee.
