This employee supervises and coordinates assigned architectural, mechanical and structural engineering, design activities and operations within the assigned department/division.  Employee coordinates assigned activities with other departments, divisions, outside agencies and the general public and provides highly responsible and complex staff assistance to the assigned staff.  Performs related duties as required.(Illustrative only. Any one position may not require all of the listed KSAs nor do the listed examples include all the KSAs which may be required.)

Knowledge of:
Modern and complex principles and practices of architecture, mechanical engineering, historic preservation, urban design, graphic design, and construction as related to assigned area of responsibility.
Facility management principles.
Construction materials and methods.
Cost estimation; budget management procedures.
Systems, machinery, and processes used in assigned area of responsibility.
Principles of budget preparation and control.
Principles of management, supervision, training, and performance evaluation.
Pertinent federal, state, and local laws, codes, and regulations; Cincinnati Municipal Code.
Employee Safety Instruction Manual.
Computer operation and computer software related to assigned area of responsibility.
City human resources policies and procedures; union contracts.

Skill to:
Operate appropriate computer equipment; use properly all related hardware and software.
Operate assigned vehicle in the course of duty.

Ability to:
Estimate costs and time requirements of construction requirements.
Prepare contract documents, specifications, requests for proposals and other documents. Manage construction projects.
Work with a wide range of people, from construction workers to community leaders. Analyze and solve complex problems.
Make architectural presentations to the public. Use computer office applications to prepare necessary documents and correspondence.
Manage, supervise and train subordinate personnel; assign work to subordinate personnel.
Implement and maintain positive employee relations.
Promote and maintain highest integrity throughout all personnel.
Analyze and manage effective EEO/AA programs.
Supervise, direct, and coordinate the work of lower-level staff.
Select, supervise, train, and evaluate staff.
Interpret and explain departmental policies, procedures, and standards.
Read architectural drawings, plans, and specifications.
Apply professional judgment to complex problems and situations.
Analyze and interpret field data.
Prepare clear and concise reports.
Apply City human resources policies and procedures.
Prepare and manage assigned budget.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work including City and other government officials, community groups, and the general public.TRANSCRIPTS AND LICENSE MUST BE ATTACHED OR APPLICATION WILL BE REJECTED

Open:
Each applicant must have a Bachelor's Degree in Architecture, Building Construction, or a closely related field (COPY OF TRANSCRIPTS MUST BE ATTACHED). In addition, each applicant must have seven years of experience of successful project management of facility construction, or design projects at the supervisory level. 

OTHER REQUIREMENTS: 
Possession of an architectural license by the Ohio State Board of Examiners of Architects as a Professional Architect.
Possession of a valid Driver's LicenseEnvironmental Conditions: Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; work with or in water, below ground, on ladders or scaffolds, on slippery or uneven surfaces, around moving objects/vehicles; exposure to construction project environments; some travel by automobile required.

Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing, and walking for prolonged periods of time; light and moderate lifting and carrying; general manual dexterity required; audiovisual and linguistic acuity required; must be able to operate assigned vehicle.

EXAMPLES OF WORK PERFORMED:

Coordinates the organization, staffing, and operational activities for architectural, design programs within the assigned department/division; coordinates all architectural functions in assigned area, including planning, design, contract document preparation, construction, enforcement, regulation, operations, and maintenance; reviews project plans and specifications; enforces applicable local, state, and federal laws, standards, and codes.
Participates in the development and implementation of long- and short-range goals, objectives, policies, priorities, and standards; recommends and implements resulting policies, procedures, and standards.
Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
Directs, coordinates, and reviews the work plan for assigned architectural services and activities; provides technical advice and assistance to subordinate personnel as well as City administrative personnel; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; makes field inspections as necessary; meets with staff to identify and resolve problems; conducts staff meetings as necessary.
Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures; implements City human resources policies and procedures.
Participates in the development and administration of assigned program budget; forecasts funds
needed for staffing, equipment, materials, and supplies; monitors and approves expenditures, including overtime and leave requests; recommends adjustments as necessary; may be required to prepare a variety of other financial documents including annual reports and capital improvements programs.
Participates on a variety of committees and task forces; prepares and presents staff reports and other correspondence as appropriate and necessary; prepares correspondence as appropriate and necessary.
Coordinates assigned architectural activities with activities of other departments, divisions, various City agencies, and outside organizations.
Attends and participates in professional group meetings and training sessions; stays abreast of new trends and innovations in the assigned architectural field; oversees and coordinates training activities for subordinate personnel.
Ensures that employees follow safe work practices and have safe working conditions; implements principles of the Employee Safety Instruction Manual.
Ensures quality of work and adherence to established policies and procedures.
