POSITION DESCRIPTION:
ENTRY SALARY: $47,238.10 annually
POSITION OPEN UNTIL FILLED
Under general supervision, the Procurement Analyst performs detailed and professional work in the purchasing of various commodities, services, supplies, and equipment for the City of Clearwater.
DUTIES AND RESPONSIBILITIES:
Essential Functions : -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
- Purchases commodities, supplies, equipment and services for departments; maintain vendor contacts, assists requisitioning departments in the replacement of substandard materials or purchase order pricing errors, and carries out follow-up procedures to expedite or coordinate deliveries.
- Engages consistently with department representatives to discuss, determine, and execute purchasing needs; authorizes limits on P-cards and purchase orders and provides main point of contact for all major purchasing needs.
- Monitors, manages, oversees, and reviews purchase contracts for price compliance, verifies monthly statements from vendors, and checks for past due charges; develops requests for proposals and various bid documents; analyzes vendors and provides award or rejection notifications.
- Initiates or assists in evaluating suppliers and vendors based on price, quality, and delivery speed; analyzes, evaluates, and makes recommendations on price proposals, financial reports, and other information; verifies and determines reasonableness of price and product.
- Communicates, engages, and collaborates with staff and vendors to discuss defective or unacceptable goods or services and determine corrective action.
- Monitors, manages, and maintains orders and deliveries to be sure that vendors and supplies comply with contract terms and conditions; identifies, determines, and addresses the need for change orders or order amendments.
- Monitors and reviews lease requests for commodities, services, and equipment, evaluates quotes, ensures insurance requirements are met, and makes appropriate approvals.
- Solicits and analyzes quotations for required materials and services to ensure compliance with established trade practices and governmental regulations.
- Provides support and assistance to customers for the purpose of identifying and solving potential or actual problems concerning purchasing related matters.
- Researches and remains current on market factors; studies availability, sources of supply, trends, pricing structures, grades, and qualities that impact the procurement of commodities and services; attends tradeshows, training sessions, meetings, and other conferences
- Performs customer service and other duties as assigned.
MINIMUM QUALIFICATIONS:
Licenses, Certifications, and Equipment:
A valid State driver's license is required.
Certification from a nationally recognized purchasing organization is preferred.
Education and Experience:
Bachelor's Degree in Accounting, Business Management, Marketing, or related field PLUS one (1) year of purchasing operations experience, preferably in governmental purchasing; OR an equivalent combination of education, training, and experience may be considered.

Skill in –
- Purchasing and making buying decisions for a municipal City
- Assembling, compiling, and analyzing data and specifications and evaluating quotes and bids
- Completing tasks given both orally and in writing
- Performing general office and clerical work
- Make arithmetic computations quickly and accurately
- Establishing and maintaining strong office relationships
- Operating a computer and related software
