POSITION SUMMARY:

This position is responsible for organizing, planning, coordinating, evaluating, and directing the Parks Commission.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Oversee the daily operations of the Department and its recreational facilities.

· Identify and meet the recreational needs of the general public by coordinating and implementing recreational programs, leagues, and related events and creating opportunities to become involved in State and regional activities.

· Publish marketing materials promoting and informing the general public of upcoming events, programs, and recreational needs.

· Advises Mayor/City Clerk on long-term strategic planning for all parks and park programs;

· Proficient in utilizing social media platforms for marketing and informational purposes.

· Manage purchasing and inventory of supplies necessary for department responsibilities.

· Assume management responsibility for the maintenance of all parks and related facilities.

· Monitor and assist maintenance crew with maintaining park grounds and playing fields, including, but not limited to, applying chemicals when required.

· Supervise, promote, implement, and evaluate various recreational programs for children and adults.

· Develop, prepare, and administer the Department budget, including preparing cost estimates and justifications for budget recommendations, researching and recommending Capital Improvement Projects, and monitoring and controlling expenditures.

· Develop and implement Department policies, procedures, and fee schedules; evaluate equity and adequacy of policy and fee schedules on an ongoing basis; make revision recommendations as needed.

· Responsible for cash management functions, such as registration, concession revenue, and daily deposits.

· Required to be present, or appoint a designated staff member to be present, at all Park and Recreational events, including nights and weekends.

· Respond and coordinate emergency call-outs that may require working during all weather conditions.

· Develop and submit grants and requests for proposals and is responsible for the use of funds acquired.

· Attend Board meetings and represent the city at various boards, commissions, and committees.

· Enforce rules and regulations of recreational facilities to maintain discipline and ensure safety.

· Participates in proactive team efforts to achieve departmental and City government goals.

· Provide leadership to others through example and sharing of knowledge/skill.

· Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

Perform limited HR/Payroll functions for supervised employees, such as, but not limited to, participating in hiring, discipline, and or termination of employees; time labor reporting; FMLA reporting; Worker's Comp reporting, etc.

EDUCATION:

Bachelor's degree (B.A. or B.S.) from an accredited College or University in hospitality management, event planning, parks and recreation management, or related field. Master’s degree preferred but not required. Certification or an applicator's license to apply herbicides, pesticides, and fertilizers is preferred but not required. Other combinations of education and experience will be considered.

EXPERIENCE:

· Three (3) to five (5) years of supervisory experience in public parks or recreation programming or five (5) years of managerial experience.

· Extensive knowledge of administrative practices, philosophy, and principles relating to parks and recreation.

· Knowledge of personnel management, employee relations, budgeting, and the establishment of priorities and policy formulation.

· Excellent written and oral communication skills.

· Ability to remain calm and tactful in stressful situations.

· Ability to maintain accurate and complete records.

· Must possess a valid Mississippi driver's license with five (5) years of driver's record, shall reflect no charges that would adversely affect insurability under the city carrier's policy.

· Ability to maintain effective working relationships.

TECHNICAL SKILLS:

· Proficiency with utilizing computer software, such as Microsoft Word, Excel, Outlook, etc.

· Proficiency in the utilization of social media platforms for marketing initiatives.

· Proficiency in operating standard office equipment, such as computers, phones, photocopiers, filing cabinets, and fax machines.

· Proficient with writing bid and grant proposals.

· Operate motorized equipment, such as cars, trucks, and mowers.

· Ability to mix and apply chemicals according to specifications.

PHYSICAL AND ENVIRONMENTAL DEMANDS:

The physical demands described here represent those that must be met by an employee to perform the essential functions of this job successfully. While performing the duties of this job, the employee is occasionally required to climb, balance, stoop, crouch, crawl, taste, smell, and lift/move objects up to 50 pounds. The employee will be frequently required to sit and lift/move objects up to 25 pounds. The employee is regularly required to stand, walk, reach with hand and arms, speak and listen, see or view, and use hands to finger, handle, and feel. The use of a corrective lens to aid the employee is acceptable.

This position requires you to primarily work in a professional office environment with occasional work required outdoors in various weather conditions.

TRAVEL: This position requires you to travel approximately 10% of the time.
