*CITY EMPLOYEES ONLY * Code Enforcement Supervisor
In this position, you will primarily supervise the staff assigned to the Neighborhood Services’ Quality of Life Team, which is responsible for cleaning vacated homeless camps, removing graffiti, collecting abandoned shopping carts, removing obstructions from rights-of-way, and providing assistance during the execution of abatement warrants. As a Code Enforcement Supervisor, you will also manage an active caseload and supervise staff assigned to enforcement of housing, sanitation, land use, zoning, property maintenance, and other codes and ordinances of the City of Colorado Springs. You will also work with other City departments and stakeholders to effect neighborhood improvement and work extensively with the public and have the ability to effectively convey positive and negative information to subordinates, residents, elected officials, and stakeholders.
You must be a current City of Colorado Springs (City) municipal employee who works in this department or has been in your current position for at least one year to be considered for this position.

Essential Job Functions - the basic job duties an employee must be able to perform:
- Investigate property and personnel complaints
- Respond to citizen complaints and requests from the Mayor’s office, City Council, City departments, media, and neighborhood organizations
- Authorize and approve violation cleanups, billings, and lien filings
- Review and approve offense reports and criminal summonses; discuss cases with stakeholders and/or legal representatives
- Analyze and make determinations in the most complex/technical cases
- Supervise, select, train, motivate, and evaluate lower-level staff; implement goals and objectives; correct deficiencies
- Provide assistance to officers in the field; answer questions and provide technical assistance
- Complete monthly reports and community development block grant reports
- Work with City Attorney regarding the prosecution of violators and probation processes
- Testify in court on behalf of the City
- Propose, draft, and present new code and ordinance changes
We are looking for candidates who demonstrate:
Knowledge of:- Modern office technology and supporting software (especially Microsoft Office Suite)
- Proper English usage, spelling, grammar, and punctuation
- Pertinent City zoning, land use, property maintenance, environmental safety, and housing ordinances
- Mobile field reporting and LERMS (Law Enforcement Records Management System)
- Principles of supervision, training, and performance evaluation
Ability to:- Read and use blueprints, schematic drawings, layouts, or other visual aids
- Safely operate assigned vehicle and equipment
- Use noise meters, thermometers, cameras, light meters, and tape measures
- Plan work load based on established priorities to meet goals
- Work independently with little direct supervision
- Communicate clearly, concisely, and effectively, verbally and in writing
- Establish and maintain effective working relationships
- A bachelor's degree from an accredited college or university with major coursework in business administration, public administration, or a related field
- Five years of full-time professional code enforcement, law enforcement, or technical inspection experience, including one year of supervisory responsibility
- Possess, or obtain upon hire, and maintain a valid, non-probationary Colorado driver’s license not subject to restriction related to alcohol and/or drug violations or pending charges
One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience requirements.
Work is performed in an office/field environment with travel from site to site and possible exposure to extreme weather conditions and frequent contact with the public.
The ability to lift up to 20 pounds occasionally, 10 pounds frequently, and walk or stand to a significant degree is also required.
You may be required to work some weekends, holidays, and hours outside of your normal work schedule. The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
