Job Posting for Assistant Director of Utilities P.E. - Water at City of Columbia, MO
Assist the Director of Utilities by managing the operations, maintenance, and engineering functions of the Water Division in compliance with all applicable regulatory requirements, City ordinances and policies.
Essential Job Functions
Manage, plan, organize, coordinate, prioritize, assign and evaluate the work of assigned staff.
Oversee all aspects of operations, maintenance and engineering of water infrastructure including production and distribution facilities.
Prepare and monitor annual budget. Analyze past budgets and determine the cost and quantity of materials, maintenance, etc. Develop all capital improvement projects for the water utility.
Prepare and maintain a maintenance schedule that allows costs to be distributed over time.
Draft resolutions, ordinances and memos for City Council consideration. Present reports to the Water & Light Advisory Board and City Council.
Ensure compliance with applicable regulations and issued permits. Compliance with EPA and MDNR regulations is an essential function.
Ancillary Job Functions
Answer inquiries from the public and media regarding utility projects and areas of interest.
Develop, review and maintain policies and procedures to ensure worker safety. Provide necessary training and equipment.
Conduct research, evaluate and make recommendations regarding proposed and existing facilities and services; conduct system planning studies.
Assist in the development and implementation of new programs and policies for departmental functions.
Maintain a variety of records pertaining to utility projects; prepare reports related to the work.
Coordinate projects with and provide support for other City departments and governmental units.
Perform other related duties as assigned.
Education and Experience - An equivalent combination of education, training and experience will be considered
Bachelor’s degree in civil or mechanical engineering or related field.
Minimum of ten years relevant experience, including supervisory experience.
Must be a registered, professional engineer with the state of Missouri.
Possess and maintain a valid driver’s license.
Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
Thorough knowledge of utility professional engineering principles, practices, and methods.
Thorough knowledge of engineering principles and standards required in planning construction projects and water utility system improvements.
Thorough knowledge of EPA and MDNR regulatory requirements.
Thorough knowledge of construction and zoning standards and regulations.
Considerable knowledge of GIS, AutoCAD, Word, Excel, and other computer applications for engineering projects.
Knowledge of water supply source, water treatment unit operations, distribution and water quality monitoring and analysis.
Ability to develop, monitor and maintain a budget.
Knowledge of basic office equipment/machines.
Knowledge of effective managerial practices and methods, and the ability to coordinate, assign, and evaluate the work of subordinate employees.
Ability to effectively organize and prioritize work for self and direct reports as well as concentrate on multiple tasks simultaneously.
Ability to manage multiple complex engineering projects while maintaining routine operations in compliance with regulatory requirements.
Ability to give and follow written and oral instructions.
Effective written and verbal communication skills.
Strong problem solving skills.
Ability to work independently under little to no supervision and make responsible decisions.
Ability to use good judgment and think quickly and rationally in difficult or stressful situations.
Ability to prepare accurate plans, specifications, cost estimates, and engineering reports.

Hours/Days
Generally Monday through Friday 8:00 am to 5:00 pm. Attendance at City Council meeting and other after normal hours meetings is expected.

Starting Salary
$75,442 - $124,467 commensurate with training and experience
