This position is an exempt position at pay grade 215.

Attendance

Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview

The Human Resources Organizational Development Manager is responsible for performing professional level work, researching, planning, implementing, coordinating, and conducting training programs for skilled, technical, and professional development programs for the City of Corpus Christi and City employees - including employee engagement and succession planning.

Responsibilities

  • Design, develop, lead, and implement training programs and strategies that align the workforce with key business strategies and initiatives; consult with departments about their learning and development related needs and identify solutions to best support them; maintain a portfolio of training courses; coordination of all aspects of trainings and workshops, including marketing, registration, implementation, and evaluation
  • Analyze training needs to develop new training programs or modify and improve existing programs
  • Identify gaps in skills and competencies of employees and deliver tailored training programs to fill those gaps
  • Define learning objectives, consult with subject matter experts, and source relevant information to develop appropriate and contemporary content while leveraging various learning methods
  • Develop partnerships and working relationships with managers, training partners and stakeholders to establish and maintain an active advisory group to guide the development and implementation of the City's training program
  • Develop and conduct evaluations of trainings that assess participant experiences, evaluate learning outcomes, and understand how course content is implemented by course participants; identify the extent to which training content is meeting desired long-term goals and adapt efforts to improve training outcomes
  • Work with outside vendors and manage contracts as required
  • Conduct organizational assessments using a variety of proven methods to uncover and solve complex organizational problems and contribute to new growth opportunities
  • Convene cohorts and focus groups to facilitate the identification and sharing of best practices or pilots to test and assess development methods and outcomes
  • Develop and monitor performance metrics and competency development metrics for evaluating the effectiveness of organizational development initiatives
  • Support and lead change management efforts as technologies and customer expectations evolve, this includes partnerships
  • Develop, write, revise, manage and implement standard operating procedures, policies, and directives governing the learning and development activities for effective and efficient program delivery and assure compliance with all rules and regulations; conduct regular reviews of policies and procedures to meet internal and external requirements; and report findings
  • Coordinate the City's succession planning and talent management processes; partner with organizational leaders to support strategic City talent management objectives; design programs for high potentials and future leaders
  • Create programs that assist City departments in assessing talent
  • Implement Human Resources strategies, programs, and processes necessary to optimize workforce utilization
  • Oversee and conduct New Employee Orientation; manage the tuition reimbursement program; negotiate contracts for various HR related third party contracts; supervise and oversee annual performance management training and performance evaluations; maintain Learning and Development website
  • Exercise supervision over assigned staff
  • May be asked to perform other duties as assigned

Qualifications

  • Requires Bachelor's Degree (BA/BS)
  • Minimum of 6 years experience, with 2 years of supervisory experience preferred
  • A combination of education and pertinent experience may be considered
  • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
