What are the responsibilities and job description for the Civil Engineer I position at City of Corvallis?

Provide engineering support to the City organization including the preparation of construction drawings and specifications, inspection of construction projects, development of project estimates, permitting work within and use of the Right-of-Way, and assists the City Surveyor with project data collection and construction staking.  These tasks are illustrative only and may include other related duties.


Full-time 40 hours per week
AFSCME-represented position 
12-month probationary period

The Civil Engineer I performs some or all of the following essential functions depending on assigned workgroup.

Develops or reviews transportation and utility project construction plans, specifications, bid documents, and estimates.

Reviews Public Improvement by Private Contract (PIPC) plans and details associated with development, under the oversight of a lead worker, activity in order to assess potential impacts on City infrastructure systems and enforces associated regulations and policies.  Provides review comments and issues permits for these activities. 

Reviews and approves permits for franchise utility work within the Right-of-Way and public use of the Right-of-Way. Approves appropriate traffic control, including road closures and signal shutdowns.  Issues permits and monitors project work; identifies and resolves problems in the field. 

Reviews administrative land use applications for compliance with City Codes and standards.  Assesses potential impacts on City infrastructure; ensures compatible interface; and, enforces associated regulations, codes, standards and policies.   Notifies developers and engineers of revisions needed to meet City standards, provides review comments and the engineering portion of the staff report.

Inspects transportation and utility construction to ensure compliance with permits, specifications, and City standards. Reviews and approves contractor submittals for conformance with construction documents. Coordinates the processing of contractor requests for information. Develops recommendations to the lead worker for the resolution of construction issues.
 
Ensures that the requirements of State and federal funded projects are met including the communication of project schedules with outside agency officials and contractors, and maintenance of required documentation. Provides special inspections, as needed, including visits to materials origin sites for quality control.
 
Reviews and enforces safe and effective traffic control plans submitted by contractors or others and enforces approved plans at construction sites and for other activities within the right-of-way.
 
Responds to public inquiries in person or with written communication. Investigates complaints or issues and recommends corrective action. Facilitates and/or participates in public outreach related to assigned construction projects.
 
Administers contracts. Reviews and makes recommendations with respect to change orders, pay estimates, requests for information, and submittals.
 
Coordinates the disinfection and testing of new water lines.
 
Assists the City Surveyor with topographic surveys and construction staking.
 
Performs or reviews engineering and planning studies. Monitors engineering and planning studies conducted by consultants.
 

Performs and/or reviews design calculations under the direction of a professional engineer.


Drafts division policies and standards. Develops public outreach material.
 
Maintains knowledge base to communicate and ensure compliance with all standards and regulations related to assigned tasks including but not limited to the City's Land Development Code, State and City engineering standards, specifications, and guidelines, and other laws and regulations affecting transportation and utility activities.
 
Conforms with all safety rules and performs work is a safe manner. Maintains job-site safety for co-workers and the general public including establishing proper traffic control and minimizing hazardous conditions.
 
Delivers excellent customer service to diverse audiences. Responds to customer service requests, questions and complaints. Maintains a positive customer service demeanor and delivers service in a respectful and patient manner.
 
Performs as a member of a team, assisting with development of work group goals and objectives and contributes to the achievement of goals and objectives.
 

Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions. 

Maintains effective work relationships.
 
Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance.
 
Complies will all Administrative Policies. Performs work in accordance with Council Policies and Municipal Code sections applicable to position.
 
Operates and drives vehicles and/or equipment safely and legally.
Education and Experience

Bachelor’s degree in civil engineering, construction engineering management or a related field and two years of experience in municipal engineering, construction management or related experience.

High school diploma or equivalent and an equivalent combination of six years of related education and experience.  Bachelor’s degree in civil engineering from an accredited program preferred.

 
Knowledge, Skills and Abilities
Knowledge of civil engineering concepts and design principles as well as construction practices, materials, and techniques.
 
Ability to read and interpret technical documents, specifications, construction plans, and drawings.
 
Ability to prepare construction documents including base maps and design drawings using AutoCAD computer drafting software.
 
Ability to understand, apply, and explain the City's Land Development Code, Comprehensive Plan, State and City engineering standards, specifications, and guidelines.
 
Ability to get along well with coworkers and maintain effective work relationships.
 
Effective written and oral communication skills, including the ability to communicate technical information to a non-technical and wide variety of audiences and resolve issues in a fair and impartial manner.
 
Ability to use a computer to perform the essential functions of the position.
 
Special Requirements
Ability to obtain certification to collect drinking water samples according to City of Corvallis NELAC accreditation, policies and procedures within the probationary period.
 
Ability to obtain the following Oregon Department of Transportation certifications within six months of assignment to a federally funded project.
  • Certified General Inspector (CGI)
  • Certified Hot Mixed Asphalt Concrete Inspector (HMAC)
  • Certified Environmental Construction Inspector (CECI)
Possession of and the ability to maintain a valid driver's license.  Thorough knowledge of traffic laws and defensive driving.
