What are the responsibilities and job description for the Deputy Fire Marshal position at City of Daphne?
The purpose of this classification is to support activities involving fire inspections, building plan reviews, fire/arson investigations, and fire code enforcement; and is responsible for the planning and development of community life/safety education programs.
This position is assigned to Grade 28 and is non-exempt from overtime regulations according to the Fair Labor Standards Act. The position is scheduled to work Monday - Friday.ESSENTIAL JOB FUNCTIONS
- Interprets, administers, and enforces the provisions of all applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; researches code-related issues as needed; initiates any actions necessary to correct deviations or violations.
- Consults with Fire Marshall Fire Chief, Battalion Chiefs, City officials, other public safety agencies, or other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
- Conducts building inspections of new and existing commercial, industrial, and institutional buildings for compliance with applicable fire codes, established specifications, and approved construction plans, including requirements for fire alarms and fire sprinklers; prepares and maintains reports of inspection activities.
- Inspects the installation and maintenance of automatic and other private fire alarm systems and fire suppression equipment, and the storage of explosives and flammable liquids; conducts inspections on special event function participants including food trucks and tents, parade floats, and events held on City property.
- Reviews commercial construction plans, architectural drawings, and related documents to ensure compliance with fire prevention codes, life/safety codes, building codes, and other applicable codes; reviews fire sprinkler and fire alarm plans; reviews and makes recommendations.
- Provides information concerning requirements of fire codes and construction standards; responds to questions or complaints concerning inspections or code violations; assists other City code enforcement officials; provides guidance to business owners per compliance issues; discusses problem areas and provides possible solutions; resolves technical and public relations problems.
- Assists with the training of fire department staff in the proper methods, procedures, rules and regulations pertaining to inspecting for fire hazards, code violations, and hazardous materials, fire protection systems and occupancy pre-planning; assists Fire Marshal and shift supervisors in coordinating inspections to be completed by shift personnel
- Assists with conducting fire investigations to determine the cause/origin of suspicious fires; examines site, gathers information, and preserves evidence; conducts interviews and interrogations of suspects, witnesses, or other individuals associated with arson cases; works closely with law enforcement personnel and other fire department personnel in conducting investigations; documents investigations with written reports, photographs, drawings, or other documentation to support potential court litigation; maintains records of fire investigations and findings.
- Assist with maintenance of Inspection records maintenance system
- Coordinates community fire prevention activities; plans and coordinates Safe Kids program activities; maintains program records.
- Creates/maintains positive public relations with the general public; coordinate the public education programs provides information and education to the public regarding fire safety, fire exit drills, fire prevention, and firefighting; conducts fire station tours and blood pressure checks for the public; installs smoke detectors; participates in parades and civic events; provides lectures and demonstrations on fire safety and healthcare.
- Issues permits for fire safety equipment.
- Prepares or completes various forms, reports, correspondence, performance evaluations, inspection reports, compliance reports, permits, or other documents.
- Receives various forms, reports, correspondence, inspection violations, architectural drawings, electrical drawings, alarm drawings, fire sprinkler system plans, fire reports, false alarm reports, codes, ordinances, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
- Operates a variety of equipment including radio communications, testing instruments, measuring devices, general office equipment, personal computer, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, e-mail, Internet, or other computer applications; performs required maintenance of vehicles and equipment as needed.
- Attends meetings, serves on committees, and makes presentations as needed.
- Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new equipment, methods, procedures, and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and seminars as appropriate.

High school diploma or GED; supplemented by vocational/technical training in fire science, fire investigation, fire prevention, fire safety, firefighting, hazardous materials, and emergency medical care; supplemented by three (3) to five (5) years previous experience and/or training that includes fire investigation, fire prevention, fire and hazardous materials incident response, fire safety, fire education/training, firefighting, fire truck/equipment operation, and emergency medical care; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Must possess and maintain a valid AL driver's license. The candidate must possess the following certifications to be eligible to apply for Deputy Fire Marshal: AL Fire Fighter II certification, Fire Inspector I, Fire Officer I, Fire Investigator I, and Fire Instructor I. The candidate must also possess and maintain valid Alabama Hazardous Materials Technician (Level 1) certification and minimum National Registry Basic EMT certification. Within one year of the hire date, the Deputy Fire Marshal must obtain the Plans Examiner I, Fire Inspector II, and Life Safety Educator I certifications.
PHYSICAL DEMANDSThe work is heavy work which requires exerting up to 100 pounds of force or more. Work requires ability to exert heavy physical effort, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials; may occasionally involve heavier objects and materials. Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
WORK ENVIRONMENTWork is performed in an outdoor environment. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, bright/dim light, violence, toxic agents, hazardous materials, disease, pathogenic substances, fire, smoke, unstable structures, heights, or confined spaces.
