What are the responsibilities and job description for the Civil Rights Investigator position at City of Davenport?
Under direction performs work of considerable difficulty in investigating civil rights complaints; and performs related work as required. Under general supervision performs a variety of work of administrative, general investigative tasks and/or mediation activities; and performs related work as required. This position will be with the Civil Rights Commission and the emphasis of this work will be handling mediations and investigations.
This position will remain opened until filled.

Analyzes case materials for complaints: compiles and analyzes statistical data relevant to Civil Rights Program; researches specialized projects; conciliates settlements; assists director in planning and updating procedures.
Assists in commission training: develops programs to aid public education; acts as public consultant for development of affirmative action plans.
Attends and may be asked to speak at various meetings.
Conduct civil rights mediations, works with the parties to schedule and obtain an agreeable settlement resolution.
Maintain and update filing, inventory, mailing and database systems, either manually or using a computer.
Communicate with the public to answer questions, disseminate or explain information, receive requests and address complaints.
Work with other City of Davenport departments as well as other agencies such as Legal Aid, Vera French and Iowa Department of Human Services.
Manage calendars, and arrange appointments.
Review files, records and other documents to obtain information to respond to requests.
Order office supplies.Bachelor's degree in business administration, law, or liberal arts and two years experience in civil rights law enforcement, employment law, personnel policies and procedures, or related field; or an equivalent combination of training and experience.
Preferred Qualifications:
Preferred bachelor's degree with two years (full-time equivalency) of diversified civil rights office clerical work and conducting mediations or equivalent combination of training and experience or Juris Doctorate(J.D.).
Bilingual (Spanish or Vietnamese).Considerable Knowledge of:
Local, state, and federal civil rights law, rules and regulations and equal opportunity laws, policies, and programs
Legal resources available to parties, civil procedure, and administrative law.
Investigative techniques.
Good Knowledge of:
Legal procedures involved in the preparation and presentation of a complaint of discrimination.
Considerable Skill in:
Establishing and maintaining effective working relationships with co-workers, superiors, agency personnel and the general public.
Conducting investigations to determine facts.
Presenting statements of fact and law, and communicating clearly and logically in written and oral form.
Analyzing situations and recommending appropriate courses of action.
