In your role as Risk Manager, you will lead the development and management of our City's Employee Group Benefit Program and Risk Management Program. Responsibilities will encompass managing group benefits, including health, dental, vision, and life insurance, and overseeing risk management activities like claims handling and insurance selection. * Collaborates with benefit broker/consultant to assess and compare existing benefits, devising strategies to enhance group health plan performance through new or improved programs.
* Plans and orchestrates open enrollments, providing assistance to employees regarding benefits inquiries and claim resolutions.
* Develops and monitors annual budget for group health and voluntary benefits, including group health plan costs.
* Utilizes group health claims administrator claims website for budgeting, cost analysis, and report generation.
* Supervises development and maintenance of City employee group benefit database, extracting data for regular benefit reports.
* Ensures compliance with state and federal regulations (COBRA, ERISA, HIPAA, PPACA) and oversees timely filings to government entities.
* Identifies loss exposures and implements appropriate risk management techniques, including insurance purchase and risk transfer.
* Develops request for proposal and supporting documents for property/casualty insurance broker/consultant selection, analyzes submissions, and recommends contract awards.
* Administers City self-insurance and brokered excess insurance general liability, property, auto, workers compensation, cyber liability, boiler, and machinery coverages.
* Compiles underwriting material for insurance purchase, including insurance applications, property, vehicle, and equipment valuations, payroll estimates, and historical claim data.
* Investigates and manages reported claims for liability, property, and workers compensation, engaging in claim review, adjustment, and resolution.
* Develops and monitors annual risk management budget, preparing cost of risk allocations for City departments.
* Coordinates loss prevention activities, including safety committees, training programs, and safety incentive initiatives.
* Reviews contracts and special events for insurance coverage and maintains records of City insurance and event certificates.
* Accesses third-party claims administrator website for data retrieval and report generation.
* Supervises and manages all Risk Management Division activities, addressing internal and external customer inquiries.
* Conducts Risk Management training during New Employee Orientations.
* Presents information at City Council meetings as needed. * Bachelor’s degree in public or business administration with major coursework in finance, insurance, or risk management. Five years of experience in public risk management or self-insured group health and benefit administration or equivalent is a plus.
* Preferably holds an Associate in Risk Management (ARM) or Chartered Property Casualty Underwriter (CPCU) designation.
* Understanding of short- and long-term municipal risk management and group benefits procedures.
* Strong grasp of risk management theory and principles, including group benefit administration and wellness programs.
* Familiarity with insurance claims handling for property, casualty, liability, and workers' compensation.
* Knowledge of the City's organizational goals, council objectives, and philosophy regarding insurance, claims, and benefits.
* Ability to research, interpret, and communicate state, federal, and local legislation related to the role.
* Proficient in using computers and software, especially Excel for complex spreadsheet tasks.
* Effective oral and written communication skills, with the ability to resolve issues and claims tactfully and efficiently.
* Capacity for creative problem-solving and collaboration across departments.
* Self-directed with the initiative to complete projects independently.
ResidencyEmployees shall reside within the corporate limits of Macon County or any municipality extending into Macon County. New hires may initially reside outside the specified area but must relocate within 12 months to maintain employment eligibility.
