Under the general direction of the Assistant City Manager, the IT Director is responsible for the management and operation of the City’s technology assets and the strategic operation thereof in a manner that best achieves the mission of the City and the individual departments and divisions therein.The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to demonstrate competence and satisfactory performance of these duties. Other duties may be required and assigned.
  1. Plan, direct, coordinate and review the work plan for Information Technology Staff; meet with staff regularly to identify and resolve issues.
  2. Develop and manage goals, objectives, policies and priorities for Information Technology Projects.
  3. Responsible for ensuring that citizen and employee needs are addressed in a timely and efficient manner.
  4. Ensure a commitment to excellent customer service.
  5. Work closely with departments to evaluate existing Information Technology needs; propose recommendations to maintain and improve the quality of service; plan, coordinate, and implement improvements in service delivery.
  6. Communicate effectively with departments.
  7. Prepare and monitor the division budget by analyzing needed resources, preparing budgets, monitoring revenues and expenditures, processing purchase orders and check requests. Coordinate long-range planning activities for the City’s technology assets.
  8. Oversee the City’s helpdesk operations and third-party contract support service providers.
  9. Develop and maintain divisional Standard Operating Procedures.
  10. In accordance with reasonable and customary business practices, is responsible for working with third party service providers to configure and maintain the City’s technology systems as defined by the City Manager, or to cause the same to be done by divisional personnel.
  11. Evaluate hardware and software purchase opportunities to identify strengths, weaknesses and potential benefits to the city.
  12. Manage and provide the deployment, monitoring, maintenance, development, upgrade, and support of all information technology systems, including servers, workstations, operating systems, hardware, software, peripherals and application development, and telecommunication systems.
  13. Participate in the procurement process by evaluating general contractors, developing detailed specifications for procurements and network systems implementations and serving as a liaison with third party vendors.
  14. Consult and advise other departments on the feasibility of proposed applications.
  15. Serves as a member of a variety of City teams; coordinates and communicates effectively with other departments as necessary.
  16. Oversees the creation and administration of a strategic plan for the City’s Information Technology.
  17. Configure, maintain, and troubleshoot workstation hardware and software.
  18. Establish a Disaster Recovery Plan and ensures its viability.
  19. Provide complete accountability over division operations.
  20. Maintain awareness of new trends and developments in the field of information technology; stay current on training of relevant technology as it pertains to the City; and incorporate new developments as appropriate.
  21. Must arrive at work on time, may require periodic irregular work schedules.
  22. Must maintain a regular and reliable level of attendance.
  23. Attends City Council meetings and other meetings and seminars as required.
  24. Perform other related duties as assigned and other related Information Technology needs as required.
 
KNOWLEDGE SKILLS AND ABILITIES 
  1. Knowledge of the City’s and Department’s operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations.
  2. Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
  3. Ability to effectively utilize the principles of strategic and long and short-range planning.
  4. Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
  5. Ability to research and analyze detailed information and make appropriate recommendations.
  6. Ability to develop department goals and objectives.
  7. Ability to plan, develop, implement, and evaluate projects and programs.
  8. Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
  9. Ability to prepare, recommend and monitor an operating budget, including line item budgeting.
  10. Knowledge of administrative policies and procedures of the City.
  11. Ability to establish and maintain accurate records of assigned activities and operations.
  12. Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
  13. Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  14. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  15. Ability to think quickly, maintain self-control, and adapt to stressful situations.
  16. Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.
  17. Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
  18. Ability to instruct and train in methods and procedures.
  19. Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.
  20. Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
  21. Knowledge of computer software including word processing, spreadsheet and database applications consistent for this position.
  22. Ability to perform mathematical calculations required of this position.
  23. Ability to communicate clearly, concisely and effectively in English in both written and verbal form.
  24. Skill in researching and understanding complex written materials.
  25. Ability to prepare and maintain accurate and concise records and reports.
  26. Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.
  27. Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
  28. Ability to handle sensitive interpersonal situations calmly and tactfully.
  29. Ability to maintain professionalism at all times.
  30. Ability to maintain effective working relationships with individuals within and outside the organization.
  31. Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations.
  32. Ability to work the allocated hours of the position and respond after hours as needed.
MINIMUM REQUIRED QUALIFICATIONS
  • Must have bachelor’s degree in Public Administration or related field, and five (5) years broad based project management and supervisory experience, or
  • Master’s Degree in Public Administration or related field preferred, and three (3) years broad based management and supervisory experience, or
  • Seven (7) years of broad-based work experience sufficient to complete the major responsibilities in a satisfactory manner.
